Vietnam, Russia Seek Breakthrough Strategies to Boost Bilateral Trade and Cooperation

The two Prime Ministers agreed on the need for breakthrough solutions to enhance the value of bilateral trade, including effectively leveraging the Free Trade Agreement (FTA) between Vietnam and the Eurasian Economic Union (EAEU), of which Russia is a member.

At the invitation of Vietnamese Prime Minister Pham Minh Chinh, Russian Prime Minister Mikhail Vladimirovich Mishustin is on an official visit to Vietnam from January 14 to 15, 2025.

On January 14, Prime Minister Pham Minh Chinh hosted an official reception and held talks with Prime Minister Mikhail Mishustin.

Prime Minister Pham Minh Chinh warmly welcomed Prime Minister Mikhail Mishustin on his first official visit to Vietnam, marking the beginning of the 75th anniversary of diplomatic relations between the two countries.

He emphasized the visit's significance and expressed confidence that it would provide strong momentum to further strengthen and deepen the Comprehensive Strategic Partnership between Vietnam and Russia.

Prime Minister Mishustin expressed his delight at visiting Vietnam, highlighting the visit as a crucial opportunity for the two governments to review agreements reached by their senior leaders and to implement specific measures to foster effective and substantive bilateral cooperation.

In a friendly and sincere atmosphere of trust and mutual understanding, the two Prime Ministers shared updates on the political and socio-economic situations of their respective countries, reviewed the achievements in bilateral cooperation, and extensively discussed the status, prospects, and directions for fostering comprehensive collaboration between the two countries. They also exchanged views on international and regional issues of mutual concern.

The Russian Prime Minister expressed admiration for Vietnam’s socio-economic achievements, which have significantly improved the lives of its people and enhanced the country’s position and prestige regionally and internationally.

He affirmed the importance of the Comprehensive Strategic Partnership with Vietnam, describing Vietnam as a leading partner in Southeast Asia and expressing a desire to elevate bilateral cooperation across all potential fields.

Prime Minister Pham Minh Chinh congratulated Russia on its socio-economic achievements under the leadership of President Vladimir Putin and the administration of the Russian Government in general and Prime Minister Mikhail Mishustin in particular.

He reaffirmed Vietnam’s consistent foreign policy of independence, self-reliance, diversification, and multilateralism, emphasizing that the traditional friendship and Comprehensive Strategic Partnership with Russia remain a top priority. He expressed a desire to work with Russia to ensure security, cooperation, and development in the region and globally.

The two sides agreed to continue strengthening dialogue, political trust, and exchanges at all levels and through various channels, laying a foundation for comprehensive bilateral cooperation, particularly in economic-trade, investment, energy-oil and gas, education-training, culture, tourism, science-technology, and local cooperation.

The Prime Ministers acknowledged the positive growth in bilateral trade and agreed on the need for breakthrough solutions to enhance trade value. These include effectively utilizing the Vietnam-EAEU FTA and exploring opportunities to open markets for each other’s goods, such as agricultural products and pharmaceuticals.

They highlighted the importance of the Vietnam-Russia Intergovernmental Committee and urged relevant ministries and sectors to propose measures to promote bilateral cooperation and implement existing agreements.

Both sides emphasized the significance of scientific and technological collaboration, particularly the development of a nuclear science and technology research center in Vietnam.

Prime Minister Mishustin praised scientific cooperation and expressed Russia’s willingness to assist Vietnam in developing its nuclear power industry while suggesting enhanced collaboration in healthcare, labor, and pharmaceuticals.

The two leaders also underscored the importance of cultural and educational cooperation, including increasing Vietnamese language teaching in Russia and Russian language teaching in Vietnam; and fostering academic exchanges through the Vietnam-Russia Technical University Network. Russia will continue offering scholarships to train Vietnamese talents in science, technology, and the arts.

They welcomed the promotion of people-to-people exchanges and expanded local cooperation to educate younger generations on traditional Vietnam-Russia friendship. Cultural and artistic exchange activities will be organized regularly, especially during the 75th anniversary of diplomatic relations, to enhance mutual understanding.

Discussions also addressed boosting tourism cooperation, with the resumption of regular and charter flights contributing to increased tourist flows. Both sides agreed to enhance transportation connectivity, including maritime, rail, and urban transport.

To resolve existing challenges, the Prime Ministers assigned relevant ministries to collaborate and recommend measures that balance mutual interests.

On international and regional issues, the leaders reaffirmed their commitment to close coordination and mutual support at multilateral forums. Prime Minister Pham Minh Chinh urged Russia to support the maintenance of maritime and aviation security, safety, and freedom in the East Sea (South China Sea), resolving disputes peacefully based on international law, the UN Charter, and the 1982 UNCLOS.

Prime Minister Pham Minh Chinh thanked the Russian government for its support for the Vietnamese community in Russia and expressed hope for continued favorable conditions and safety assurances for them. He affirmed Vietnam’s commitment to facilitating Russian citizens living and working in Vietnam.

The two leaders expressed confidence that the outcomes of the visit would catalyze further breakthroughs in Vietnam-Russia cooperation for the benefit of their peoples and for regional and global peace and stability.

After the talks, the Prime Ministers signed a joint communiqué summarizing the visit's outcomes and witnessed the signing of several cooperation documents in science, information, communications, and culture.

Earlier, Prime Minister Mishustin paid tribute to late President Ho Chi Minh at his Mausoleum and laid a wreath at the Monument to Heroes and Martyrs on Bac Son Street in Hanoi.
