Protection of human rights in the country

Vietnam's achievements in human rights diplomacy in 2021 are due to substantive results in strengthening the protection of human rights in the country, reflected the following major points:

Vietnam continues to strengthen the construction and improvement of the legal system to create a solid and adequate legal basis for the respect, protection of human rights.

Law-making over the years ensures the principle of priority in the provisions of the Constitution on human rights, basic rights and obligations of citizens.

Vietnam guarantees freedom of speech, freedom of the press and access to information.

Vietnam is one of the countries with a high growth rate and high internet usage in the world.

Digital platforms and social networks create important channels for people to access information, exchange and express their views.

As of December 2021, more than 70% of Vietnam's population uses the internet, with 72 million social network users, an increase of 7 million users in the past year.

Currently, there are 76 million Facebook accounts in Vietnam.

Vietnamese press agencies review and contribute opinions on draft laws, Government policies, plans, strategies and major projects.

The Government of Vietnam is also making efforts to implement e-Government, increasing the use of social networks as a channel for providing information and contacting/communicating with the people.

The Government's Facebook page regularly provides timely and accurate information on the direction of the Prime Minister.

The page has nearly 2.6 million likes and 3 million followers, showing the people' interest in the Government's official source of information.

Human rights diplomacy in multilateral forums

Vietnam has participated in the annual meetings and special sessions of the Human Rights Council (UNHRC) on the situation in Myanmar, Palestine, Afghanistan, Sudan and Ethiopia.

At multilateral forums, Vietnam has talked about its efforts to protect human rights, rejecting false and misleading information.

Vietnam also participates in UNHRC's discussions on global issues, and the situation of human rights protection in regions around the world.

Thereby, it contributes to the common efforts of the international community in ensuring basic human rights for people in countries around the world.

Deputy Prime Minister Pham Binh Minh highlighted Vietnam's policies, efforts and achievements in protecting and strengthening human rights in the pandemic.

Vietnam has provided masks and medical supplies to more than 50 countries and international partners.

Deputy Prime Minister Pham Binh Minh also announced that Vietnam, as a candidate of ASEAN, is participating in the candidacy for a member of the UNHRC for the term 2023-2025.

The Ministry of Foreign Affairs, in collaboration with UNDP in Vietnam, organized the second draft voluntary mid-term report on the implementation of UPR third cycle recommendations.

During the tenure as a non-permanent member of the United Nations Security Council (UNSC) 2020-2021, Vietnam promoted three initiatives on the role of regional organizations in promoting trust-building and dialogue in preventing conflict; overcoming the consequences of landmines, and maintaining sustainable peace; and protecting infrastructure essential to people's lives.

These initiatives promote a people-centered approach in solving international peace and security issues at the Security Council.

This is a move towards the important goal of bringing about sustainable peace, resolving conflicts, and providing a safe and stable life for people in affected countries and regions.

Human rights diplomacy through bilateral frameworks

Vietnam has organized its Annual Human Rights Dialogue with the US (in Washington DC) and Australia, providing information on Vietnam's efforts and achievements in protecting human rights.

The dialogue also addresses concerns, thereby enhancing mutual understanding, narrowing differences, seeking cooperation opportunities and contributing to promoting bilateral relations.

At bilateral exchanges at different levels, Vietnam also mobilizes countries to support Vietnam's candidacy for membership of the UN Human Rights Council for the 2023-2025 term.

The fact that many countries have affirmed their support for the candidacy of Vietnam continues to show the prestige and position of the country.
