Vietnam's Prime Minister Proposes 3 Cooperation Orientations for G77

Addressing the World Climate Action Summit’s main debate, PM Chinh hailed Cuba’s initiative to hold the event and affirmed the Caribbean country’s leadership as Chair of G77, emphasizing the importance of effective climate change response to the world and Vietnam and proposed three cooperation orientations for G77, VNA reported.

First, it is necessary to promote a global and all people-based approach and uphold multilateralism with the motto of common but differentiated responsibilities, justice, and reasonableness with socio-economic development demand of developing countries taken into account.

Second, science, technology, and innovation should be turned into the key cooperation area of G77 on the basis of establishing an inclusive cooperation mechanism and capitalizing on the strengths of both developed countries (capital, technology) and developing ones (markets, resources).

Third, preferential climate finance should be promoted in a way that makes it more accessible, does not increase the debt burden, and not at the expense of resources for realizing other development goals.

The PM also stressed Vietnam’s green transition resolve as seen in its strong commitments announce at COP26, participation in the Just Energy Transition Partnership (JETP), and implementation of plans, projects, and strategies on green growth, sustainable development, and energy transition.

The Vietnamese leader expressed readiness to coordinate and share experience with other G77 members.

PM Pham Minh Chinh then had separate meetings with representatives from the Copenhagen Infrastructure Partner (CIP) and the Enteprize Energy Group (EE) – two of the leading energy groups of Denmark and the UK respectively, on December 3, on the sidelines of the COP28.

Associate Partner at CIP Robert Helms and EE Chairman Ian Hatton informed the Vietnamese Prime Minister of their offshore wind power and renewable energy projects, calling on the Government of Vietnam to direct agencies and localities to cooperate to promote their investment projects in Vietnam.

They also proposed some projects with cooperation potential, saying that the groups are willing to support Vietnam to implement the resource-mobilizing plan in the JETP and the country’s plan on net-zero emission by 2050.

PM Chinh said CIP and EE have experience and capacity in the field of renewable energy, especially offshore wind power and new energy, which is very suitable for Vietnam's policies and development potential.

Chinh said that since COP26, Vietnam has comprehensively implemented measures to implement its commitments, adding that in the coming time, Vietnam will focus on promoting the completion of strategic infrastructure, green energy transition, renewable energy, and digital transformation towards realizing the goal of carbon neutrality by 2050 and developing a green, sustainable economy.

He asked the energy groups to coordinate closely with Vietnamese ministries, agencies, and localities to effectively implement their projects in Vietnam.

He said he hopes that the two groups will continue to share experiences and support Vietnam in training human resources, improving mechanisms and policies, management capacity, research, and technology application to promote the development of renewable energy and energy transition.

Vietnam is committed to creating favorable conditions for foreign investors in general and CIP and EE in particular for long-term business in Vietnam, PM Chinh said.
