At the 9th Presidium Conference, held on January 29, 2024, in Hanoi, several key focus areas for VUFO's operations were identified:
Firstly, continue to strengthen Party-building efforts, implement the resolutions of the 13th National Congress of the Party, and follow other Central directives on foreign affairs, and people-to-people diplomacy, alongside the 6th Congress Resolution of VUFO.
Secondly, collaborate with central committees, ministries, and agencies to review, evaluate, and institutionalize Central Party resolutions, and directives related to people-to-people diplomacy, and VUFO operations. Based on this, propose timely directives and mechanisms to Party and State leaders to create favorable conditions for VUFO's system.
Thirdly, further consolidate, restructure, and streamline organizational systems from central to local levels. Strengthen orientation, coordination, and information sharing within the system while improving the quality of personnel specializing in people-to-people diplomacy.
Fourthly, innovate approaches, organization methods, and content for people-to-people diplomacy activities. Enhance proactivity and creativity in advising, preparing, organizing, and participating effectively in both domestic and international high-level diplomatic activities.
Fifthly, expand the network of partners and map the system of partnerships. Actively engage in multilateral mechanisms and broaden cooperation across various fields, including economics, trade, tourism, culture, and science.
Sixthly, reform and enhance the effectiveness of foreign non-governmental organization (NGO) work, aligning aid mobilization with diplomatic advocacy and supporting the operations of foreign NGOs.
Seventhly, expand external information channels and intensify public diplomacy on social media platforms. Develop thematic information campaigns on bilateral relations with other countries.
Eighthly, enhance research and advisory functions, contributing high-quality input to proposals, projects, and plans related to foreign affairs by other agencies. Organize seminars and academic exchanges on global, regional situations, and establish research groups.
