The VinaCapital Foundation (VCF) in collaboration with the Youth Union of Ho Chi Minh City on Nov. 25 organized a memorandum of understanding (MoU) signing ceremony to implement the "Care to Rise – Yêu thương Nâng bước" program, to support children affected by the Covid-19 pandemic.

The program's purpose is to provide for, protect and encourage the 2,000 orphans created by the Covid-19 pandemic.

To accomplish this, the program begins with a survey visit to every Covid-19 orphan and/or disadvantaged child to fully assess each beneficiary, and deliver the best support package for each child.

Volunteers who are students of universities and colleges in the city, local union/team officials will approach each case of orphans and children affected by Covid-19 (or guardians in the case of very young children or other situations) to identify individual needs and thereby develop a plan to provide the needed support.

The survey results will be forwarded to community health professionals and social workers for analysis and from there to develop an appropriate support plan for each child.

The program will also work with specialist doctors and nurses to participate in the diagnosis and/or treatment of cases requiring medical intervention.

Currently, VCF has reached an agreement with the Faculty of Medicine - HCM City-based Vietnam National University, through which the unit also affirmed to participate in the program by sending doctors of public health and medicine as professional advisors and training instructors for the volunteers of the Youth Union.

National University experts will conduct an in-depth survey and assessment at the child's home if necessary. In addition, the survey data will also be handed over to the City Department of Labor - Invalids and Social Affairs, sharing and connecting with the program "Braces of love" of the City Women's Union, the program "Blue shirt tutor" of the Student Union, HCM City Team Council to join hands and best support children.

The estimated program implementation budget ranges from VND 6.8 to 11.3 billion (US$300,000 -500,000) depending on the evaluation activity.

VinaCapital Foundation will implement a fundraising campaign Love Raise Steps to call for donations from the community; recruit community health specialists and experts to volunteer to teach and train volunteers, and assess surveys and provide support related to health and medical issues; and provide doctors and nurses to perform necessary medical services.

At the same time, it will develop a database of orphans and disadvantaged children for continued monitoring and support in the future.

With the HCM City Youth Union, VinaCapital Foundation will co-manage the program and ensures standards and quality control for the project; perform project monitoring and evaluation; and provide communication materials and conduct mass communication for the program.

Rad Kivette, general director of VinaCapital Foundation said that the VinaCapital Foundation was honored to have the opportunity to continue to cooperate with HCM City Youth Union to implement the program to support children in difficult circumstances affected by Covid-19.
