9th Global Conference of Young Parliamentarians Opens in Hanoi

The 9th Global Conference of Young Parliamentarians officially opened on the morning of September 15. Namibian Parliamentarian Emma Tangi Muteka, member of the Inter-Parliamentary Union (IPU) Board of the Forum of Young Parliamentarians chaired the conference.

With the theme of "The Role of The Youth in Accelerating the Achievement of the Sustainable Development Goals (SDGs) by Digital Transformation and Innovation", the 9th Global Conference of Young Parliamentarians will focus on discussing through three thematic discussion sessions including digital transformation; innovation and entrepreneurship; and promoting respect for cultural diversity for sustainable development.

The digital transformation discussion session will, in particular, focus on improving institutions and policies in accelerating the digital transformation process to increase sustainable development opportunities; sharing experiences of other countries' parliaments in legislative work and monitoring; the role of young parliamentarians in promoting the digital transformation process in the context of the Fourth Industrial Revolution; and sharing the outcomes recorded in the digitalization of the work of parliaments for the sustainability.

The 9th Global Conference of Young Parliamentarians with the theme of "The Role of the Youth in Accelerating the Achievement of the Sustainable Development Goals (SDGs) by Digital Transformation and Innovation"

The discussion session on innovation and entrepreneurship will focus on the improvements of institutions and policies in promoting innovation and entrepreneurship, including youth entrepreneurship as a driving force for inclusive and sustainable development including food technology (food tech); sharing experiences of other countries’ parliaments in legislative work and monitoring; the role of young parliamentarians in promoting innovation and entrepreneurship; exchanging and discussing the artificial intelligence (AI) development as a part of solution to achieving the SDGs; proposing to the parliaments on policies and solutions to building and improving institutions and policies so as to minimize risks caused by AI.

The last discussion session will focus on the role of parliaments and young parliamentarians in promoting respect for cultural diversity in the context of technological transformation and globalization. Accordingly, it is based on ethics and minimization of unwanted risks from digital transformation to privacy, security, and happiness; representing the role of culture in development policies at national, regional, and international levels; committing to protection and performing culture diversity; creating environment, ecosystem for culture and culture diversity; the role of culture and culture diversity in the sustainable development.

The 9th Global Conference of Young Parliamentarians has been attended by more than 300 young parliamentarians and delegates from more than 70 IPU member parliaments and representatives of international organizations; ambassadors and representatives of diplomatic missions and international organizations in Vietnam; 124 members of the Group of Young National Assembly Delegates; 20 outstanding young faces of Vietnam; and 20 delegates of the Vietnamese Provincial Young People's Council.

The seminar on "Strengthening digital capabilities for young people" - the first activity within the framework of the 9th Global Conference of Young Parliamentarians.

Within the framework of the conference, the Central Committee of the Ho Chi Minh Communist Youth Union (HCM CYU) held the seminar themed "Strengthening Digital Capacity for Young People" at the National Assembly House on September 14.

According to Bui Quang Huy, First Secretary of the HCM CYU Central Committee, along with the Party and State of Vietnam's awareness, the HCM CYU has determined that digital transformation is first and foremost a transformation of awareness because, with digital technology, users play a more important role than the creator of the original technology. Martin Chungong, Secretary General of the Inter-Parliamentary Union (IPU), stated that this discussion is a suitable starting activity for the 9th Global Conference of Young Parliamentarians.

On the same day, the Vietnamese National Assembly and the Central Committee of the HCM CYU opened the exhibition "Vietnamese Aspiration" at the National Convention Center. The Organizing Committee has chosen typical products, many of which are "Make in Vietnam" products that have reached the international market.

The exhibition serves as a useful bridge for young parliamentarians to exchange experiences on digital transformation, flexible adaption solutions following the pandemic, and market volatility, resulting in the development of policies to create favorable conditions for utilizing resources for development investment, production, and business; provide favorable institutional, environmental, and infrastructure conditions for people and enterprises to invest and grow; and continue reforming to improve the economy's quality and competitiveness.

On the afternoon of September 14, National Assembly Chairman Vuong Dinh Hue received the leaders of the Inter-Parliamentary Union (IPU) who came to Vietnam to attend the Conference. The National Assembly Chairman, in announcing that preparations for the conference are complete, emphasized that the agenda for the next three days at the Global Young Parliamentarians Conference will make an important contribution to sustainable development by encouraging youth participation to overcome difficulties caused by COVID-19 in implementing the Sustainable Development Goals until 2030.

On the same evening, the Vietnamese NA Chairman hosted an official reception for delegates attending the 9th Global Conference of Young Parliamentarians.

According to the Chairman, the conference is a special opportunity for young parliamentarians from countries, regional, and international parliamentary organizations to exchange ideas and practical experiences in furthering the role, position, and voice of young parliamentarians and young people in achieving the SDGs through digital transformation, innovation, and promoting a culture of respect for diversity.

The Chairman of the National Assembly expects that the Conference will contribute to developing and strengthening a global network of connections for young parliamentarians to join hands in working for a sustainable, peaceful, prosperous world, where no one is left behind.
