Building Strong and Resilient Nation for Secure Future

The Fourth Industrial Revolution has profoundly impacted national defense, security, foreign relations, and human security. In the 21st century, new concepts and issues such as "soft borders," "soft power," and "virtual space" have emerged. Global issues such as natural disasters, pandemics, climate change, and environmental pollution continue to evolve in complex ways.

Challenges in managing cyberspace and virtual space, such as virtual multi-level marketing schemes, speculative bubbles in cryptocurrency investments with the potential to transmit crises to financial markets, could destabilize society. Terrorism, transnational crime, high-tech crime, energy security, and food security are testing governments' capacity to govern, the stability of political institutions, and economic resilience. The Party recognized these new issues early on.

In Resolution No. 08/NQ-TW, dated December 17, 1998, the 8th Politburo warned of challenges to national security, including non-traditional security issues. The 13th National Congress of the Party set forth the task of responding to national security threats as non-traditional security issues become increasingly diverse, complex, and impactful, aiming to firmly protect the Socialist Republic of Vietnam.

Colonel, Associate Professor Tran Ngoc Long, former deputy director of the Institute of Military History said that the Party's new advancement in thinking and understanding of national defense requires forecasting, preparation, and protecting the homeland "early and from afar."

Our task is to thoroughly implement the directive to "Build a streamlined, strong, and modern military force capable of fulfilling missions in all situations." Another mission is to be ready to effectively respond to traditional and non-traditional security challenges.

Colonel Tran Ngoc Long also said "Traditional security focuses on national sovereignty, emphasizing threats originating externally. Non-traditional security focuses on people, emphasizing the assurance of fundamental rights and favorable conditions for individuals within communities to develop their potential. Measures for non-traditional security are more varied and primarily non-military in nature, involving cooperation and coordinated actions."

Building a sustainably developed, prosperous nation and firmly protecting the homeland and ensuring security are two strategic, interrelated tasks. From this understanding, we strive to develop the economy, promote social progress and equity, ensure social welfare, develop culture, education, science, and technology, strengthen national defense and security.

Furthermore, it is essential to enhance forecasting, early warning, and disaster response capabilities, monitor climate change, and conduct search, rescue, and relief operations. All these efforts contribute to establishing a solid foundation for effectively safeguarding the homeland "early and from afar." This has been emphasized in the general directives of General Secretary To Lam.

In his closing remarks at the 10th Plenum of the Party Central Committee, 13th Congress, on September 20, To Lam emphasized "The highest priority should be given to ensuring strong economic growth alongside environmental protection, social welfare, and the best possible care for people's lives, especially in areas severely affected by Typhoon No. 3, ensuring firm national defense and security, enhancing the effectiveness of foreign relations, and continuously elevating Vietnam's standing and contributions to regional and global peace, stability, and development."

To accomplish this mission, the General Secretary outlined the first strategic direction and solution "Remain steadfast in economic-social development with environmental protection as a central focus, accelerate the three strategic breakthroughs, prioritize Party building as the core, foster cultural development as the foundation, strengthen national defense and security, prioritize foreign relations and international integration as essential and ongoing tasks."

We are striving to fulfill these objectives according to this orientation while also successfully implementing the Resolution of the 8th Plenum of the 13th Party Central Committee on the Strategy for National Defense in the New Context.
