Chinese Ambassador Xiong Bo Recounts Successes with Vietnamese Prime Minister

In a friendly, sincere, open, and trusting atmosphere, Vietnamese Prime Minister Pham Minh Chinh and Chinese Ambassador to Vietnam Xiong Bo reviewed and expressed their happiness at the positive progress and historic milestones in the relations between the two Parties and two countries during his tenure in Vietnam.

Congratulating Ambassador Xiong Bo on completing his tenure in Vietnam, Prime Minister Pham Minh Chinh appreciated the contributions of Ambassador Xiong Bo to the friendship and cooperative relations between the two countries.
In particular, the Vietnamese Prime Minister acknowledged the Chinese Ambassador's contributions in several areas such as successfully promoting and arranging many high-level visits between the leaders of the two Parties and countries. This includes the historic visits of Vietnamese General Secretary Nguyen Phu Trong in October 2022 and General Secretary and Chinese President Xi Jinping in December 2023.
The framework of the Comprehensive Strategic Cooperative Partnership between the two countries has been deepened, with both sides agreeing to build a Vietnam-China Community with a shared future that carries strategic significance.
Practical cooperation in various fields has achieved many important results, including that Vietnam and China remain each other's leading trading partners; and Chinese investment in Vietnam has increased significantly.
The two countries actively supported each other to overcome the COVID-19 pandemic. China was one of the countries that provided the most vaccines to Vietnam, in a quick and effective fashion.
People-to-people exchanges and tourism cooperation are increasingly effective. Mutual understanding between people of the two countries, especially the younger generation has been strengthened. The number of Vietnamese students studying in China has doubled compared to five years ago, and tourism cooperation is recovering positively.
During the meeting, Prime Minister Pham Minh Chinh and Chinese Ambassador to Vietnam Xiong Bo discussed measures to continue effectively implementing the two high-level joint statements of Vietnam and China, together promoting the construction of a Vietnam-China community with a shared future that carries strategic significance.
Prime Minister Pham Minh Chinh requested that the relevant agencies of both sides closely coordinate to soon implement the contents agreed upon during his recent visit to attend the WEF meeting in Dalian; continue to enhance political trust; maintain regular high-level delegation exchanges; strengthen exchanges and cooperation through Party, Government, National Assembly, Fatherland Front channels, in the fields of diplomacy-defense-public security and between localities.

In addition, it is essential to organize the 16th meeting of the Vietnam-China Steering Committee for Bilateral Cooperation well; promote practical cooperation in various fields; request China to increase the import of Vietnamese goods, agricultural and aquatic products; cooperate in building some standard gauge railways connecting Vietnam and China; connect border transport infrastructure, upgrade border gates, border economic cooperation; restore tourism cooperation; coordinate in good border management on land; strengthen people-to-people exchanges; promote communications about the traditional friendship between Vietnam and China; consolidate the solid social foundation for the development of bilateral relations; continue to maintain close cooperation and mutual support in multilateral mechanisms and forums.
Expressing his agreement with Prime Minister Pham Minh Chinh's directives, Ambassador Xiong Bo sincerely thanked the Party, State, and people of Vietnam, thanked Prime Minister Pham Minh Chinh and the Vietnamese government, ministries, and localities for creating favorable conditions for him to complete his tasks during his term in Vietnam.
He also expressed congratulations to Vietnam under the leadership of the Central Committee of the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong, for achieving significant accomplishments in various fields, especially in socio-economic development.
Sharing the happiness over the important, historic developments in the relationship between the two Parties and countries in recent times, Chinese Ambassador Xiong Bo affirmed that he would continue to serve as a bridge to promote the effective implementation of the common perception of high-level leaders, thereby promoting the comprehensive, deepening development of the bilateral relations, continuing to contribute positively to building a Vietnam-China community with a shared future that carries strategic significance.
Ambassador Xiong Bo affirmed that, after completing his term in Vietnam, regardless of his future position, he would carry fond memories and good feelings about the country and the people of Vietnam.
Regarding maritime issues, the Prime Minister said the two countries should adhere to important common perceptions reached by their high-ranking leaders, the agreement on basic principles guiding the settlement of sea-related issues between Vietnam and China, and international law, especially the 1982 United Nations Convention on Law of the Sea (UNCLOS 1982), while promoting the role of maritime negotiation mechanisms and well controlling the situation at sea following the new position of the bilateral relations.
