Both sides recognized the need for the work, saying it is essential to serve the defense friendship exchange between Vietnam, Laos, and China in 2025. The planned construction and road expansion will not only facilitate visitors’ access to the intersection point but also support border mobility, management, and protection efforts by Vietnam's competent forces.
They committed to completing the required procedures within 20 days of the minutes' signing. They will submit a written report to the agency in charge of border affairs of each side and present it to competent authorities for consideration. The results will be promptly communicated through diplomatic channels.

Col. Pham Hong Giang, Deputy Commander of the Dien Bien Provincial Border Guard Command, assured that the work will not alter the current boundary direction, will adhere to the provisions of the Vietnam-Laos agreement on border and border gate management, as well as other signed agreements, and will be subject to the supervision of relevant authorities.
Col. Giang expressed his hope that Col. Kham Phon Seng Si Vong Sa, Commander of the Phongsaly Provincial Military Command, will continue to support and facilitate the agreed-upon activities, contributing to fostering the Vietnam-Laos special friendship and solidarity.
