In his opening remark, Nguyen Tuan Phong, Chairman of the Vietnam - Belarus Friendship Association stated that the friendship meeting aims to further strengthen the solidarity, friendship, and cooperation between the peoples of the two countries.
In addition, the event creates favorable conditions for Vietnamese who studied or worked in Belarus to meet and reminisce about their years in Belarus. Thanks to the significant support from the Belarusian people, many Vietnamese students have contributed to Vietnam's development upon returning home, thereby fostering deeper relations between the two countries.
On December 27, 1991, Belarus became an independent country, and Vietnam recognized Belarus's independence. On January 24, 1992, Vietnam and Belarus established diplomatic relations.
Since then, the two countries' relationship has grown deeper through bilateral visits and increased economic, cultural, and trade exchanges. Many agreements have recently been signed, with a particular emphasis on people-to-people exchanges.

Addressing the ceremony, Uladzimir Baravikou, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Vietnam expressed his delight at the new momentum in the Vietnam-Belarus relationship.
Accordingly, high-level visits have resumed, including the official visit of Belarusian Prime Minister Roman Golovchenko to Vietnam in December 2023, with many agreements signed.
The Ambassador expressed his hope that these agreements would be implemented in the coming time and wished the Vietnamese side to complete the procedures for the Intergovernmental Agreement on Visa Exemption for citizens to take effect.
The diplomat emphasized that 2024 holds special significance for both Belarus and Vietnam. "Belarus marks the 80th anniversary of its liberation from Nazi invaders, while Vietnam commemorates the 70th anniversary of the Dien Bien Phu Victory. Our joint task is to preserve and pass on to future generations the recollections and historical facts concerning our forefathers' courageous efforts."
