Foreign Minister Meeting Cultivates Vietnam-Japan Relations

On the morning of August 7, 2024, Vietnamese Foreign Minister Bui Thanh Son and Japanese Foreign Minister Kamikawa Yoko co-chaired the 12th meeting of the Vietnam-Japan Cooperation Committee and held discussions.

During the meeting, Foreign Minister Kamikawa Yoko expressed deep condolences over the passing of General Secretary Nguyen Phu Trong, emphasizing the wish to continue the legacy of the late Vietnamese General Secretary and further develop Vietnam-Japan cooperation in all fields.

In a friendly, sincere, and trusted atmosphere, the Ministers reviewed the results achieved since the 11th meeting and exchanged measures to concretize the framework of the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World established in 2023.

The officials appreciate the resumption of the Vietnam-Japan Cooperation Committee mechanism after a five-year hiatus due to the COVID-19 pandemic, with increasing political trust and strong bilateral development in all fields.

In addition, the two diplomats agreed to enhance the economic connection by increasing the official development assistance (ODA) and promoting investment, trade, and labor cooperation.

Minister Son proposed that Japan continues to provide new-generation ODA with high incentives; and more flexible procedures for Vietnam in areas including digital transformation, green transformation, climate change response, healthcare, and large-scale infrastructure development.

For her part, Minister Kamikawa Yoko affirmed Japan's wish to support Vietnam in building an independent and self-reliant economy; achieving industrialization and modernization; and reaching the goal of becoming a developed country by 2045.

She also appreciated Vietnam's recent efforts in innovation, administrative reform, and ensuring a stable power supply to improve the investment environment and facilitate economic development.

Besides, the two sides affirmed their commitment to maintaining close coordination in effectively carrying out the Vietnam-Japan Joint Initiative in the new era in a bid to ensure that Japanese investors in Vietnam operate effectively and sustainably; achieve stable and sustainable growth in bilateral trade; and promote market access for fruits from both countries.

They agreed to expand comprehensive cooperation to new areas, including digital transformation, innovation, information technology, and the digital society through practical and specific initiatives and projects.

Minister Kamikawa Yoko highlights her nation's wish to cooperate with Vietnam in co-creation for sustainable development, emission reduction, and environmental protection through initiatives such as the Asia Zero Emission Community (AZEC).

Regarding human resources training, the Vietnamese diplomat proposed that Japan promote cooperation in training human resources in key industries, specifically semiconductors, and artificial intelligence (AI); and simplify procedures towards visa exemption for Vietnamese citizens entering Japan.

He also suggested promoting the establishment of departments for teaching Vietnamese and research on Vietnam at Japanese schools in the context of the rapidly growing Vietnamese community in Japan.

His Japanese counterpart affirmed that the Japanese Government will continue to create favorable conditions for Vietnamese workers and promote youth human resource training cooperation with Vietnam within the framework of the Networked Exchange, United Strength for Stronger Partnerships between Japan and ASEAN.

In their talks after the meeting, the diplomats agreed to strengthen political trust through regular high-level visits and exchanges, further enhancing the role of dialogue mechanisms, and promoting substantive cooperation in national defense and security.

Minister Kamikawa Yoko highlighted Vietnam as an important partner in Japan's foreign policy in the region and Japan's support for Vietnam's effective and successful participation in the EXPO 2025 in Osaka.

The two Ministers compared notes on international and regional issues of shared concerns, including ASEAN cooperation, the Mekong subregion, and the East Sea (South China Sea).

In addition, they agreed to enhance coordination and exchange perceptions at international and regional forums, including ASEAN, the United Nations, the Asia-Pacific Economic Cooperation (APEC), and the Organization for Economic Cooperation and Development (OECD).

On this occasion, Minister Son invited Japanese leaders to attend the 4th Partnering for Green Growth and the Global Goals 2030 (P4G) Summit and the ASEAN Future Forum in Vietnam in 2025.
