	Vietnam And France Sign Deal to Strengthen Defense Cooperation

General Phan Van Giang stated that the visit to Vietnam by the Japanese Minister of Defense has deepened the good relations of the Vietnam-Japan Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World established in 2023, which includes cooperation between the two countries' Ministries of National Defense.

According to the General, the Vietnam-Japan bilateral defense relations have continuously expanded, deepened, and become substantive, deserving to be one of the important pillars of the two countries' relations.

The two sides have outstanding cooperation in various fields, including war aftermath recovery, personnel training, military medicine, rescue, and disaster relief, United Nations peacekeeping, and regular consultations in regional forums, especially within the ADMM+ framework.

In addition, mechanisms for dialogue, consultation, and exchange have been well maintained. In particular, both sides have fully maintained the Deputy Minister-level Defense Policy Dialogue and staff officer consultations for the three branches of the Army, Navy, and Air Force. These are important mechanisms that have been maintained and effectively implemented by both sides, thereby promoting specific and practical cooperation in various fields.

General Phan Van Giang proposed that in the future, both sides continue to promote defense cooperation to a new, effective, and appropriate development stage. Focus areas include delegation exchanges, contacts at all levels, especially high-level; maintaining effective annual dialogue and consultation mechanisms between the two sides; training cooperation; branch military cooperation; defense industry, technology transfer; war aftermath recovery; United Nations peacekeeping; and continuing to enhance consultation and coordination in multilateral mechanisms both sides participate in.

He expressed his hope that these cooperative activities would contribute to promoting and effectively implementing the ASEAN-Japan Comprehensive Strategic Partnership.

Sharing with General Phan Van Giang's proposals, Japanese Minister of Defense Kihara Minoru believes that this visit to Vietnam will further strengthen the Vietnam-Japan Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World and promote defense cooperation in areas of shared concern.

During the talks, both sides exchanged views on issues of mutual concern regarding the global and regional situation.

Regarding maritime issues, General Phan Van Giang emphasized that Vietnam persistently advocates resolving all disputes by peaceful means based on international law, and regional commitments, especially the United Nations Convention on the Law of the Sea (UNCLOS) 1982, the Declaration on the Conduct of Parties in the South China Sea (DOC), and promoting substantive and effective negotiations on the Code of Conduct in the South China Sea (COC).
