On December 13, 2023, at the program "Meeting Vietnam-China Intellectuals & Young Generation" taking place in Hanoi, General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping said:

"The China-Vietnam friendship has its foundation in the people and the future lies in the youth. I would like to share three wishes.

I hope that young people will be the inheritors of the China-Vietnam friendship, and contribute to building a community of strategic significance.

China and Vietnam today are moving towards clear goals, with socio-economic development proving to the world that the development path chosen by the two countries is completely correct.

The two countries strengthen solidarity and cooperation to benefit the development of each country's socialist cause. We hope that the people and intellectuals of the two countries, especially the younger generation, will become pioneers on the journey of China-Vietnam friendship, contributing to the implementation of each country's 100-year goal, and building a community with a shared future.

We hope that the young generation will be participants in revitalizing Asia-Pacific, contributing to the long-term stability, and development of this region.

I hope you will be pioneers for human progress, making persistent efforts to build a community that shares the future of humanity. The two Parties of China and Vietnam are both political parties, taking Marxism as their foundation, and caring about the development of the world, and humanity.

Both China and Vietnam are responsible members of the international community. The two countries should become the core force to promote the cause of human progress. Building a community that shares the future of humanity is a goal that needs to be passed on from generation to generation.

We should shoulder the responsibilities of the times with a broader heart and vision, have a voice to protect international justice and fairness and contribute to global progress and development.

Looking towards the future, we should not forget our original wishes.

Together we will walk the path of socialism in each country, so that the achievements of industrialization and modernization will bring more benefits to the people of the two countries, contributing to the cause of human progress.

President of the United States Joe Biden

On September 10, 2023, after a high-level meeting with General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong in Hanoi, President of the United States Joe Biden spoke to the press:

"Today we can look back at the journey of relations between the two countries, from conflict to normalization. Taking that relationship to the next level would be a boost to prosperity and security in one of the most important regions in the world.

(...) Most importantly, we will strengthen people-to-people exchanges, because this is at the heart of our relationship. This includes the millions of Vietnamese Americans, who are helping to build stronger communities across America, and I look forward to the outcome of this conversation.

(...) I am extremely proud of the way our two countries and people have built mutual trust and understanding to deal with the painful consequences that the war has left for both of our peoples.

The work we have pledged to continue includes clearing explosives left over from war, cleaning up the environment caused by dioxin, expanding programs to help people with disabilities, searching for American soldiers still missing from the war in Vietnam as well as Vietnamese soldiers missing in this war.

Our cooperation on these painful issues and the creation of a new legacy of peace and shared prosperity is a testament to the resilience and spirit of our two peoples.

This is also a strong reminder of what we achieve when we can overcome a painful past to embrace the progress of the future, based on the unity, and solidarity of our two peoples."

On September 21, 2023, in Hanoi, during the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, Japanese Crown Prince Fumihito Akishino said:

"The friendship between Vietnam and Japan has been cultivated over a long history.

Over the 50 years since the two countries established diplomatic relations, exchange activities between the two countries have been extremely vibrant, especially activities between the young generation of the two countries, most notably international students.

Exchanges between localities also took place enthusiastically with events introducing Japanese-Vietnamese culture held in provinces and cities, helping people enjoy the unique culinary culture of the two countries.

Exchanges between Japan and Vietnam have developed sustainably over the years. Cooperative relations are becoming more extensive in diverse fields such as economics, agriculture, and environment."
