International Experts' Recommendations on Security Systems for AI And Data in Vietnam

Security Day 2023 is an important national forum, sponsored and organized by the Ministry of Information and Communications.
With the theme "Data Security in the Age of Cloud Computing and Artificial Intelligence," this year's event attracted more than 3,000 experts. With more than 40 speakers, the conference held a plenary session and three thematic sessions discussing current cyber information security policies and technology solutions.
During the thematic session, Li Hai, director of security, government relations and communications for Huawei in the Asia Pacific region, Huawei (APAC) gave a presentation on the expanding topic of data that is of top concern today "Innovation and development - safety and reliability with artificial intelligence."
At the event, he made six recommendations on governance policies, building a reliable security standard system for AI and data that is being implemented by governments around the world.
First, the government takes the lead in developing national cybersecurity strategies, regulating data storage, and protecting national cyber sovereignty through four activities.
Activities include establishing policies, laws, and regulations suitable for the digital era, nurturing talents to adapt to the digital era, promoting a prosperous industrial ecosystem, and developing digital infrastructure.
Second, the government needs to strengthen integration and cooperation to create a common cloud computing infrastructure platform, a unified data sharing and exchange platform, and a unified service platform.
The government needs to ensure the national security cloud reaches the highest level of security.
Third, the government accelerates the cloudization and digitalization of ministries and branches, and promotes faster digital transformation in various industries.
Ministries and branches accelerating claudication and digitalization will help clear and streamline social services such as public services, social insurance, transportation, tariffs, education, and health care.
Fourth, the government takes the lead in establishing management and fee collection mechanisms to create value through data services and increasing taxes on digital services. Large-scale data exchange platforms will encourage data owners, data providers, and data users to trade with each other.
Fifth, the government establishes management mechanisms, auditing standards, security and certification systems.
Establishing a safe network environment for the Government, businesses and people plays an important role in promoting national digital transformation.
Therefore, the Government needs to amend and complete the national cybersecurity law, regulations on privacy and security of personal information, and cybersecurity standards according to national laws.
Sixth, the government takes the lead in building a multi-stakeholder governance model suitable for the rapidly developing digital economy, regulating and promoting businesses to enhance basic data security to secure the entire data lifecycle.
According to expert Li Hai, to unlock data values, AI is a reliable tool thanks to joint efforts. The ultimate goal of AI and data policies and standards is to create business value through secure and trustworthy data processing.
"We always support the government in setting policies and standards to encourage innovation in AI and data development across industries, countries, and regions.
We also propose to improve governance policies, build a reliable security standards system for AI and data, based on a multi-party cooperation model in specific industry application scenarios," Li Hai said.
