Vietnam’s COVID-19 vaccine fund was announced on May 31 and officially launched late at night on June 5. The fund mobilizes contributions from the society to the state’s budget used for purchasing vaccines from abroad and researching and producing vaccines made in Vietnam.

COVID-19 vaccines used for the Vietnamese people are deployed based on the principle of voluntary contribution, upholding openness, transparency, and compliance with the laws of Vietnam.

By 16:00 on June 4, Vietnam’s COVID-19 vaccine fund had received VND 264.8 billion, over US$ 8.700, and EUR 2,700.

Representatives of international organizations in Vietnam praise the solidarity and responsibility of the people of Vietnam in the COVID fight with the establishment of the COVID vaccine fund.

Highly value Vietnam’s initiative

It is calculated that Vietnam will need 150 million COVID vaccine doses to inoculate 75 million people in order to achieve herd immunity. The total budget to realize this goal is estimated at over VND25 trillion (US$1.1 billion).

At the same time, it is projected that the pandemic will not end any time soon. “Learning to live alongside COVID” has become a common belief. The effectiveness of COVID vaccines is not permanent; as such, vaccination must be carried out regularly.

These challenges pose serious financial issues as Vietnam is facing challenges in all aspects while the state budget is limited. Social contributions to the vaccine fund are vital to improving the quality of life for Vietnamese people.

In this context, the Government of Vietnam established the COVID vaccine fund, calling for voluntary financial contributions from all organizations and individuals from the country and abroad. This initiative is highly valued by international organizations in Vietnam.

According to Dr. Kidong Park, Representative of the World Health Organization in Vietnam, the mobilization of resources to improve access to COVID-19 vaccines by the Government of Vietnam is a timely action, in line with the global vaccine initiative. The Government of Vietnam has been working to secure more state budgets for COVID vaccination but needs more support from external benefactors. The fair and effective management and usage of resources contributed by the people and businesses will bring new values to COVID response strategies in Vietnam.

Sharing the same opinion, Kamal Malhotra, the United Nations Resident Coordinator for Vietnam, said “This is a good initiative, which the United Nations has been supporting for months.”

From the United Nations’ perspective, Malhotra said there should only be one vaccine fund at the national level, supervised and directed by the Government, instead of many vaccines fund competing. COVID-19 pandemic is an unprecedented event in the past century and a national emergency for any institution. Only the Government has the full capacity to regulate the COVID vaccines fund.

Accelerate access to COVID vaccines for the people

Congratulating the Government of Vietnam on the launching of the COVID vaccine fund, Carolyn Turk, World Bank Country Director for Vietnam, said fast and effective COVID vaccination is an important and essential measure to ensure safety for people and promote economic recovery.

Turk believed that the Government of Vietnam is walking in the right direction to accelerate access to COVID vaccines for Vietnamese people.

Caitlin Wiesen, Resident Representative of the United Nations Development Program for Vietnam, said the organization has researched the experience of the Vietnamese people facing the COVID-19 pandemic.

"The results showed widespread support for the Government’s COVID prevention and control measures,” said Wiesen.

According to Wiesen, the level of support of the Vietnamese people for the Government’s policies is particularly high compared to other countries.

She believes that all Vietnamese people, especially businesses and individuals with financial capacity, will respond to the Government’s call and contribute actively to the COVID-19 vaccines fund.

Discussing the COVID-19 vaccine fund initiative, Ambassador Giorgio Aliberti, Head of the European Unions to Vietnam, said the fund is an essential component in Vietnam’s general strategy to respond to the COVID-19 pandemic.

The ambassador believes that the Government of Vietnam plays a key role in mobilizing and connecting resources under this strategy.

Aliberti said the initiative showed that the Government has fully understood the needs for COVID vaccines in Vietnam and should speed up the process. According to the ambassador, this is an extremely positive sign.
