From April 2 to April 8, National Assembly Chairman Tran Thanh Man will attend the 150th Assembly of the Inter-Parliamentary Union (IPU), pay official visits to the Republic of Armenia and the Republic of Uzbekistan. Could you elaborate on the significance of Chairman Tran Thanh Man’s working trip?
At the invitation of the President and Secretary-General of the Inter-Parliamentary Union (IPU), the Speaker of the Senate of Uzbekistan’s Parliament, Tanzila Narbaeva, and the Speaker of Armenia’s National Assembly, Alen Simonyan, Chairman Tran Thanh Man, representing the Party and State leadership of Vietnam, along with his spouse, will attend the IPU-150 Assembly and undertake official visits to Armenia and Uzbekistan from April 2 to April 8.

This working trip carries special significance in both multilateral and bilateral dimensions.
First and foremost, Chairman Tran Thanh Man’s participation in the IPU-150 Assembly marks an important milestone, underscoring Vietnam’s strong presence and high-level commitment to this crucial multilateral parliamentary forum. Given the current global landscape, which demands collective discussions, experience sharing, and innovative initiatives to address common challenges, Vietnam’s engagement at IPU-150 is especially meaningful.
This significance is highlighted through three key aspects.
First, under the theme “Parliamentary Action for Development and Social Justice,” the IPU-150 Assembly has selected a highly relevant and timely topic. The world continues to grapple with both traditional and non-traditional security challenges, as well as widening inequalities among nations and regions. Meanwhile, political commitments and resources for poverty reduction, social development, and climate change response are showing signs of decline. More than ever, countries must work together and foster multilateral cooperation to overcome these global challenges.
In this spirit, IPU-150 provides an opportunity for national parliaments to review, discuss, and coordinate actions to enhance their legislative roles in policy-making, monitoring, and implementing the Sustainable Development Goals (SDGs).
The Assembly’s theme and agenda align closely with the principles of the upcoming UN Social Development Summit, set to take place in Qatar in November 2025.
Second, the participation of Vietnam’s top legislator at IPU-150 serves as concrete evidence of the nation’s unwavering support for multilateralism, its high regard for the IPU’s role, and its active and responsible engagement as a proactive member of the IPU.
This marks Chairman Tran Thanh Man’s first multilateral diplomatic engagement in 2025, and reflects Vietnam’s consistent foreign policy of independence, self-reliance, multilateralization, and diversification of international relations. Vietnam remains committed to peace, friendship, cooperation, and development while actively integrating into the global community as a trusted partner and responsible member. This approach is in line with the resolutions of the 13th National Congress of the Communist Party of Vietnam and Directive 25-CT/TW of the Secretariat on enhancing multilateral diplomacy.
Third, Vietnam approaches IPU-150 with the momentum of a nation entering a new era of robust economic and social development, where the people remain at the heart of all policies as both the goal and driving force for progress.
With this strong foundation, the Vietnamese National Assembly will engage in discussions with other parliaments, share development experiences, and promote both bilateral and multilateral cooperation. Vietnam will also seek international support and resources to further its national development objectives.
Chairman Tran Thanh Man’s official visits to Armenia and Uzbekistan hold particular significance, as this marks the first visit by a Vietnamese National Assembly leader to these countries. Moreover, it represents the highest-level Vietnamese leadership visit to both nations since the establishment of diplomatic relations in 1992.
These visits underscore Vietnam’s deep appreciation for its traditional friendships with Uzbekistan and Armenia, as well as its desire to strengthen political trust and lay the groundwork for expanded cooperation across various fields, elevating bilateral ties to new heights.
Through this visit, Vietnamese ministries, agencies, localities, and friendship organizations will establish direct relations with their Armenian and Uzbekistani counterparts, fostering greater mutual understanding and paving the way for long-term cooperation among younger generations.

Since the establishment of diplomatic ties, how have Vietnam’s traditional friendships and multifaceted cooperation with Armenia and Uzbekistan evolved? What are the potential areas for deeper collaboration in the future?
Armenia and Uzbekistan have long been traditional friends of Vietnam. Despite geographical distance, the peoples of Vietnam and these two nations have always shared strong bonds of friendship and solidarity.
In recent years, Vietnam’s relations with Armenia and Uzbekistan have grown stronger and more effective, yielding notable achievements.
First, political trust has been continuously reinforced. Vietnam and both countries maintain regular high-level exchanges and interactions. Notable recent engagements include the visit to Vietnam by Uzbekistan’s Foreign Minister Bakhtiyor Saidov in March 2024, the meeting between Prime Minister Pham Minh Chinh and Uzbekistani President Shavkat Mirziyoyev on the sidelines of the expanded BRICS Summit in Russia in October 2024, and the official visit to Vietnam by Armenian National Assembly Speaker Alen Simonyan in November 2024.
At multilateral forums, Vietnam and both countries coordinate closely and support each other, sharing similar views on numerous international and regional issues of mutual concern.
Second, economic and trade cooperation between Vietnam and both Armenia and Uzbekistan has witnessed positive growth. In 2024, bilateral trade between Vietnam and Armenia reached nearly US$500 million, marking a 40% increase from 2023, while trade with Uzbekistan totaled US$202 million, up 26.5% from the previous year.
Third, collaboration in culture, education, sports, tourism, and people-to-people exchanges has been actively promoted. These areas play a crucial role in sustaining the strong bonds between Vietnam and its two traditional partners.
Tourism cooperation is expanding. Vietnam’s renowned destinations, such as Nha Trang and Phu Quoc, are increasingly popular among international visitors. With direct flights operating six times per week, the number of Uzbekistani tourists to Vietnam has grown significantly, reaching approximately 20,000 in 2024. At the same time, more Vietnamese travelers are exploring the attractions of Armenia and Uzbekistan.
While these achievements are commendable, there remains vast potential for further cooperation. Enhancing transport connectivity—by rail, road, sea, and air—will be key to strengthening trade, investment, tourism, and people-to-people exchanges.
With a solid foundation of friendship, shared experiences, and a history of close cooperation, I am confident that Chairman Tran Thanh Man’s working trip will be a resounding success. His visit will leave a lasting impression on Uzbekistan, Armenia, and the international community, further enhancing Vietnam’s reputation as a loyal, compassionate, and responsible global partner, while creating new momentum for the nation’s continued development in this new era.
