Japan Supports the Modernization of Hydro-Meteorology in Vietnam
From 2018 to 2023, the Project for “Strengthening Capacity in Weather Forecasting and Flood Early Warning System” was implemented in Vietnam by the Japan International Cooperation Agency (JICA) and the Viet Nam Meteorological and Hydrological Administration (VNMHA). The seminar, with the participation of 100 Vietnamese and Japanese experts, is the last seminar organized within the project's scope.
After five years, the project has been contributing to strengthening the capacity of VNMHA in maintaining and enhancing the traceability of meteorological observation equipment, analyzing the statistics and controlling the quality of radar, forecasting/ warning of heavy rain and typhoons as well as disseminating meteorological information.

Some of the project's significant achievements include the installation of 18 automatic rain gauge systems and on-site maintenance and the development of websites, and online apps on weather observation information for mobile phones.
To achieve one of the main outputs - enhancing monitoring, forecasting heavy rain, and transferring technical skills - expert on-site training on satellite, radar, and surface observation was conducted over the course of the project.
The seminar welcomed the keynote speech of Hasegawa Naoyuki, former Director General of Japan Meteorological Agency. Sharing “The Role of National Meteorological and Hydrological Services in Disaster Risk Reduction”, Hasegawa first summarized Japan's experiences in developing techniques as well as improving the effectiveness of forecasting and warning activities. Also, he emphasized the importance of promoting information utilization for regional disaster prevention in cooperation with related organizations.

Speaking at the seminar, Kubo Yoshitomo, Senior Representative of JICA Vietnam Office, affirmed that JICA will actively work with the Government and people of Japan to cooperate and support VNMHA. He hoped that JICA's support would continue contributing to realizing the goal of developing Vietnam's hydro-meteorological services, meeting the requirements of socio-economic development, disaster risk reduction, and climate change adaptation.
