Poverty Reduction to Ensure Human Rights in Vietnam

Over the past 30 years, Vietnam has become a successful model in the world in poverty reduction, and is one of the 30 countries applying a multidimensional approach to poverty reduction, a bright spot in ensuring human rights in Vietnam.

Vietnam has completed the Millennium Development Goals of the United Nations on extreme poverty and hunger eradication early and is considered by the international community as a bright spot for poverty reduction in the world.

Early completion of UN Millennium Development Goals on extreme poverty and hunger eradication

Along with the participation of the political system and the people efforts, the national target program for sustainable poverty reduction 2016-2020 has achieved outstanding achievements, contributing to the completion of the goals and targets set by the Party, National Assembly and Government. In 1993, the national poverty rate was 58.1%, by the end of 2020, it was only 2.75%.

The National Assembly and Government also allocate resources from the state budget and mobilize resources of the whole society to implement the poverty reduction program. Total resources that have been allocated and mobilized to implement the program are about VND120 trillion (US$5.2 billion); including capital from the central government (accounting for about 35%), capital to support social security and poverty reduction of localities (accounting for about 41%), capital from the Fund for the Poor and social security activities of the Vietnam Fatherland Front at all levels (accounting for about 24%).

Programs, mechanisms, policies and laws on poverty reduction are comprehensively promulgated by the Government to support the poor, with priority given to the disadvantaged, ethnic minorities, and areas with special difficulties.

The program gradually reduces and abolishes support policies for free, increases conditional support policies. As a result, in the past 5 years, the income of the poor has doubled; there are more than 13,000 projects supporting production development, diversifying livelihoods and replicating effective poverty reduction models with over 2.2 million beneficiaries; 5,500 laborers from poor households, near-poor households, and ethnic minority families are supported to work abroad.

Up to now, Vietnam has promulgated the national poverty line 8 times according to the pyramid scheme, meeting the needs of the poor from low to high, in line with the country's socio-economic conditions. Vietnam is also one of the first 30 countries in the world, and one of the first countries in Asia to apply multi-dimensional poverty lines, ensuring a minimum standard of living associated with sustainable development goals.

The above results have great significance, affirming the will and determination of the Party and State in the cause of poverty and hunger eradication. Vietnam has completed the Millennium Development Goals of the United Nations on extreme poverty and hunger eradication early, and is considered by the international community as a bright spot for poverty reduction in the world.

Reducing poverty and improving people' lives

To further implement the goal of sustainable poverty reduction and ensure the social security rights of the poor, Vietnam has issued a multidimensional poverty line for the 2021-2025 period.

The poverty line with the criteria for identifying poor households, in terms of income and lack of access to basic social services has been increased compared to the 2016-2020 period. This aims not only to ensure a minimum income, but also to assist in improving the access of the poor to basic social services such as employment, health, education and information.

In October 2021, the National Assembly issued Resolution No. 24/2021/QH15 dated July 28, 2021 approving the investment policy of the National Target Program on sustainable poverty reduction for the 2021-2025 period, with the goal of multidimensional, inclusive and sustainable poverty reduction.

To Duc, director general of the National Office for Poverty Reduction, said: The national target program for sustainable poverty reduction for the 2021-2025 period contributes to solving key poverty issues to ensure human rights. The program focuses on developing socio-economic infrastructure in poor areas, improving incomes and quality of life of the poor, training vocational skills, creating good jobs, and supporting vulnerable people.

For poor areas, the program focuses on supporting the construction of infrastructure, serving people's livelihoods and production in poor districts and communes in coastal areas and islands, contributing to improve the quality of life for the people.
