Ha Nam: Over 200 Delegates Join Human Rights Communication Training

The People’s Committee of Hà Nam Province organized the 2024 training conference on external communication regarding human rights on the afternoon of December 12. The event combined in-person and online formats, connecting the provincial People’s Committee headquarters with local districts, towns, and cities. Over 200 delegates attended the event.

In his speech at the conference, Vice Chairman of the Ha Nam People’s Committee and Head of the Provincial Steering Committee on Human Rights Tran Xuan Duong emphasized that external communication has consistently received attention and direction from the provincial Party Committee and unified management from the provincial People’s Committee.

The work adheres closely to the Party’s guidelines, State policies and laws, and the province’s strategic plans for economic, cultural, social, security, and defense development. Efforts have been proactive, well-coordinated, and systematic, involving the collective strength of government levels, sectors, political and social organizations, individuals, and businesses. This has contributed to promoting Ha Nam’s image, especially its potential, strengths, and notable political, economic, cultural, and sports events, as well as investment attraction policies, to domestic and international audiences.

The Ha Nam Steering Committee on Human Rights has actively advised the provincial Party Committee and People’s Committee in implementing policies to ensure and advocate for human rights. It has directed various departments, sectors, and localities to effectively execute economic-social development programs and policies on religion, land, labor, and social welfare. Notably, this includes policies related to employment, support for women, children, war veterans, and people with disabilities. Human rights communication has been carried out across three main areas: spreading knowledge about human rights, promoting efforts and achievements in safeguarding human rights, and refuting misinformation and distorted narratives about Vietnam’s human rights situation. These efforts have timely and comprehensively reflected the implementation of social welfare policies and disseminated legal knowledge to the public.

Delegates at the conference listened to Associate Professor, Dr. Tuong Duy Kien, Director of the Institute for Human Rights at the Ho Chi Minh National Academy of Politics. He shared insights on external communication about human rights, strategies to combat and refute distorted information on Vietnam’s human rights situation, and future directions for human rights communication.

According to Associate Professor Tuong Duy Kien, Vietnam’s perspective, policies, and strategies for ensuring human rights are grounded in maintaining national independence, sovereignty, and territorial integrity. This priority forms the foundation for safeguarding human rights, fostering economic, social, and cultural development, ensuring social progress and equity, promoting socialist democracy, and affirming that all state power belongs to the people. These efforts also involve building a rule-of-law state and mechanisms to protect human rights. Additionally, Vietnam actively expands the scope and diversifies forms and content of external communication, highlighting positive outcomes in safeguarding human rights. Concurrently, it combats false narratives and hostile actions targeting Vietnam’s human rights record.

Delegates discussed and shared experiences, innovative practices, and strategies for effective external communication on human rights at the local level. Topics included developing coordination mechanisms between specialized agencies, the media, and other forces; addressing false and hostile viewpoints; and overcoming challenges and shortcomings in implementation.

Through these discussions, individuals, organizations, and related units gained a clearer understanding of their roles and responsibilities. They also enhanced their knowledge and skills in external communication regarding human rights. The event strengthened coordination in human rights communication, mitigated the negative impacts of false and distorted information from hostile forces, and improved the quality and effectiveness of external communication on human rights across the province.
