Promoting Hanoi-Fukuoka Cooperation in New Period
Politburo member, Secretary of Hanoi Party Committee Dinh Tien Dung recently received a high-level delegation of Fukuoka prefecture (Japan) led by Hattori Seitaro, Governor of Fukuoka, and members of the government on a working visit in Hanoi from January 21 to 25.
At the reception, Fukuoka Prefecture Governor Hattori Seitaro said this is a visit to celebrate the 15th anniversary of establishing friendly relations between Hanoi and Fukuoka, and the 10th anniversary of the two localities' People's Councils signing an agreement on promoting exchanges and friendship (April 25, 2014). Over the years, the two sides have implemented many effective cooperation programs.

In November 2023, Governor Hattori Seitaro proposed a new approach to student exchange cooperation.
Accordingly, the two sides organize exchange programs between students studying Japanese in Hanoi, and students studying Japanese in Fukuoka. Hattori Seitaro also wants to expand cooperation into other areas such as cultural, economic, and environmental exchanges.
Secretary of Hanoi Party Committee Dinh Tien Dung said that for Hanoi, Japan is an important partner in many fields such as economics, trade, transportation, environment, agriculture, education, culture, and health.
Regarding foreign direct investment (FDI), Japan ranks first among partner countries investing in Hanoi with a total capital of US$12.837 billion. Recently, more Japanese corporations and businesses have come to invest in large-scale projects, bringing positive impacts to Hanoi's growth and development.

Japan is also currently the country providing the largest official development aid (ODA) to Hanoi with 34 projects, and a total committed capital of US $2.9 billion.
Japan's large ODA projects are invested in important economic and social infrastructure projects, such as urban transportation systems, environment, water supply, and drainage.
They made important contributions to support the improvement of physical facilities, and technical infrastructure to serve the people, promote the capital's growth, and create a premise for socio-economic development.
Secretary of Hanoi Party Committee Dinh Tien Dung appreciated the friendly and cooperative relationship between Hanoi and Fukuoka. The past 15 years marked the companionship, and the results of effective cooperation between the two sides in the fields of environment, agriculture, culture, education, and people-to-people exchanges.
Maintaining connections, visits, and exchanges by delegations at all levels contributed to strengthening mutual understanding between the people of the two localities.
Secretary of the Hanoi Party Committee Dinh Tien Dung said that the signing of the Memorandum of Understanding on strengthening cooperation between the two localities this time will be an important basis to further promote and enhance the cooperative relationship between Hanoi and Fukuoka Prefecture in the new period 2024-2028.
Dinh Tien Dung suggested that in the coming time, the Fukuoka Prefecture will continue to promote several contents to develop the cooperative relationship between the two localities.
Regarding healthcare, Hanoi Party Secretary Dinh Tien Dung agreed with Governor Hattori Seitaro's proposal on popularizing and implementing One Health. He said that Hanoi will set up a working group to go to Fukuoka to consult, and exchange experiences on this program.
One Health is a solution to coordinate actions between sectors such as health, veterinary medicine, and the environment to achieve optimal health for humans and animals.
