The Party and State of Vietnam have been, are and will be determined to achieve the goal of ensuring and better protecting human rights on the basis of a rule-of-law state and socialist democracy under the leadership of the Communist Party of Vietnam, while contributing to the international community in resolving regional and global issues on human rights. Accordingly, it is necessary to well organize the implementation of the following basic contents and tasks.

Key tasks

First, it is essential to continue raising awareness about human rights among all societal groups and to emphasize the importance of recognizing, respecting, protecting, and ensuring these rights. Safeguarding human rights is crucial for the comprehensive development of each individual and the overall stability and prosperity of the community and nation. It is a fundamental principle of a rule-of-law state and a vital requirement for the success of Vietnam's innovation and international integration in the future.

Therefore, it is important to maintain the ideological stance and perspective of the Communist Party of Vietnam on human rights. Efforts should be made to enhance the understanding and implementation of the Party's guidelines and policies, as well as the State's laws and regulations concerning the respect and protection of human rights.

Additionally, there should be a strong focus on propaganda, dissemination, and education for all societal groups, particularly the general populace, regarding human rights. This will help raise legal awareness and compliance while empowering individuals to protect their own rights and respect the freedoms of others.

Second, it is essential to continue improving the legal system with a focus on promoting the human factor, ensuring better implementation of basic freedoms, and aligning the national legal system with international standards. From the perspective of "placing people at the center, as the goal, subject, and driving force of national development; the State respects, guarantees, and protects human rights and civil rights," it is crucial to perfect mechanisms that ensure people's mastery and protect their rights. Respect for the Constitution and the law should become the standard of conduct for all societal subjects.

The State needs to enhance the legal framework on human rights, consolidating the system of human and civil rights as constitutionally stipulated. This includes specifying and supplementing certain human rights, amending regulations on restricting human rights to align with international human rights law for the public interest, and strengthening regulations on the rights of vulnerable groups, including women, children, ethnic minorities, and migrant workers.

Third, it is necessary to innovate the organization and operation of political and social institutions to ensure the feasible and effective implementation of human rights. This involves improving the leadership capacity and fighting strength of the Party, continuing to innovate thinking and vision in promulgating the Party's policies and guidelines on human rights, and emphasizing the legislative role of the National Assembly in prioritizing the development of human rights laws. This creates a legal basis to respect, ensure, and protect human rights and citizens' rights in all state activities and society.

Fourth, strengthening cooperation with all countries, mechanisms, and specialized United Nations organizations related to human rights is vital. This should be done in the spirit of equality, respect for international law, national sovereignty, and non-interference in each other's internal affairs. Vietnam should enhance cooperation and dialogue with UN human rights mechanisms, especially with the Office of the UN High Commissioner for Human Rights, and strictly fulfill obligations under international human rights conventions to which it is a member.

Additionally, Vietnam should consider joining other international human rights conventions. The country needs to continue promoting its role as a member of the UN Human Rights Council, increase participation, and make practical contributions to promoting cooperation in ASEAN on human rights, particularly at the ASEAN Intergovernmental Commission on Human Rights (AICHR) and in implementing the ASEAN Human Rights Declaration. Strengthening dialogue to exchange and share experiences with countries and organizations in the field of human rights is also crucial.

Fifth, we should actively and proactively protect the Party's ideological foundation and socialist democracy. It is important to regularly grasp the situation, promptly forecast the plots and tricks of reactionary and hostile forces in the field of human rights, and propose appropriate solutions. Resolutely defending the viewpoints, stances, and national interests, and effectively combating and preventing activities that exploit democracy and human rights issues to interfere in the country's internal affairs, is essential.
