Countries from the Global South affirmed their commitment to peace, multilateralism, sustainable development, and fighting hunger.

Brazil and Vietnam celebrate 35 years of diplomatic relations in 2024 by restarting bilateral cooperation. The first step was taken with the visit of Vietnamese Prime Minister Pham Minh Chinh to Brazil in September this year.

During her visit to Vietnam from November 27-30, Brazilian Minister of Science, Technology, and Innovation Luciana Santos plans to meet with Vietnamese senior leaders and visit several factories to explore cooperation opportunities.

Vietnam's economic and social progress over the past decade has been impressive. With 100 million people and strong economic growth, Vietnam has similar goals and challenges to Brazil. This contributes to promoting joint action between the two countries on topics of concern in the international arena.

The geopolitical situation is delineated by crises of different natures, such as regional conflicts, extreme weather events, health emergencies, and food insecurity.

This situation requires strengthening international cooperation. It is in this complex context that Brazil takes practical action to strengthen traditional relationships and seek new partnerships.

President Lula's Government is interested that one of the pillars of the Brazil-Vietnam relationship be based on science, technology, and innovation, where we see extraordinary potential. In this area, we have the prospect of advancing joint initiatives in digital transformation, semiconductors, quantum technologies, Artificial Intelligence, renewable energy, and innovative environments, with a focus on startups.

Brazil implemented a set of actions to master scientific, technological, and productive knowledge. Few countries in the world have specific policies to favor strategic sectors such as semiconductors.

To achieve this goal, the Brazilian government is investing in the resumption of the National Center for Advanced Electronic Technology S.A-Ceitec, a public development and manufacturing of chips, to overcome production and technological gaps.

Following this trend, cooperation with Vietnam can create opportunities for both countries to seek opportunities and roles in the global semiconductor and advanced components chain.

Brazil wants to utilize international collaboration, science, and innovation to solve major national and global challenges while promoting the transfer of high technology to other developing countries.

Brazil’s Minister of Science, Technology, and Innovation Luciana Santos said we will only achieve peace and prosperity if we can reduce global asymmetries in access to science, technology, and innovation so that the benefits can be felt by all humanity.

The joint communique on Prime Minister Pham Minh Chinh's visit to Brazil (September 2023) emphasized that Prime Minister Pham Minh Chinh and President Luiz Inácio Lula da Silva discussed important areas in Vietnam-Brazil relations.

The two leaders reaffirmed that Vietnam and Brazil share common values such as peace, cooperation, and the goal of sustainable development of society, considering them the foundation for a country's position in the international arena as well as for each country's participation in international affairs.

Both sides agreed that Vietnam and Brazil have built a strong relationship based on friendship and mutual respect.

The two leaders expressed satisfaction with the progress achieved in 35 years of diplomatic relations between the two countries. They agreed on the importance of reconciling economic growth, social development, and environmental protection, which encompasses issues such as energy security and food and nutritional security.
