Vietnam's foreign policy of independence, self-reliance, diversification, and multilateralization of international relations remains a consistent stance of the Party and State. Amid the current trend of opening up and international integration, the Party and State have cleverly led and managed foreign affairs activities with flexibility and promptness, aligning with both domestic and international contexts. Recent successful foreign affairs events have significantly consolidated and elevated Vietnam's position and prestige on the international political stage. However, hostile forces propagate false arguments to distort the Party and State's viewpoints on foreign affairs.

In response to Vietnam's success in diplomatic relations with major powers and international organizations, some hostile individuals and organizations have attempted to undermine it in various ways. They have exploited the internet and social media to distort and deny the achievements of Vietnam's foreign policy, falsely claiming that the current policy is "tightrope walking," "side-picking," and "dependent on major powers." They have tried to discredit Vietnam's independent and autonomous foreign policy. These efforts aim to call for a "change in Vietnam's political regime," undermine its prestige, incite distrust in the Party and State's leadership, and divide the national unity bloc.

Le Viet Bau, Chairman of the Vietnam-US Friendship Association of Thanh Hoa province, stated, "Since the 11th Congress, for the first time, the document has prioritized national interest as the top goal and principle in our Party and State's foreign affairs. This viewpoint was further affirmed at the 12th and 13th Congresses. In recent years, our Party and State's foreign affairs have achieved very impressive results. Our viewpoint is to be friends with all countries in the world for national independence, socio-economic development, and national interests."

Over nearly 40 years of Doi Moi, with the goal of ensuring national interests, Vietnam's Party and State have consistently upheld a foreign policy of diversification and multilateralization. Historically, many countries that once invaded and were enemies of our people have now become friendly and developing partners with Vietnam, thanks to the policy of "closing the past - looking towards the future." This approach has helped Vietnam build a wide network of relationships, leverage favorable factors for national development, protect sovereignty, and enhance its international standing. Vietnam has proactively built cooperative relationships across socio-economics, national defense, security, and people-to-people diplomacy.

Le Viet Bau noted, "Recently, we organized the Congress to establish the Vietnam-US Friendship Association in Thanh Hoa. This demonstrates our Party and State's foreign policy viewpoints and propagates these policies to the people. Our approach is to close the past and look to the future, not only with the US but with all major powers, based on independence, sovereignty, and national interests. Additionally, it helps members and the public understand American culture, strengthening cooperation between the people of Thanh Hoa and the American people, enhancing mutual understanding, and countering distortions by hostile forces."

Vietnam not only implements a foreign policy of "independence and self-reliance" but also demonstrates a policy of "peace and friendship" through practical actions. Actively, responsibly, and effectively participating in United Nations peacekeeping activities and international community affairs, Vietnam contributes to maintaining a peaceful, stable, cooperative, and developing environment globally and regionally. The commitment to stability, independence, and the protection of sovereignty and territorial integrity of the Fatherland is widely supported and trusted by the people. Veteran Le Xuan Than from Hoang Thang commune, Hoang Hoa district, expressed, "The countries that were once our enemies are now close friends and economic partners. Thanks to the Party and the Government, people's lives are much better, and we now see peace and happiness."

Currently, Vietnam's foreign relations are expanding, deepening, and stabilizing, while sovereignty and territorial integrity are maintained, and people's lives are continually improving. Vietnam has established diplomatic relations with 189 out of 193 United Nations member countries and has comprehensive strategic partnerships with eight countries. On a multilateral level, Vietnam actively participates in over 70 important international organizations and forums.

Speaking at the 75th Anniversary of the Central External Relations Commission, General Secretary To Lam emphasized that foreign affairs should connect the country with the world and the nation with the times. This approach creates new positions and strengths, fostering an international environment favorable to the Vietnamese revolution.

The independent and autonomous foreign policy and the consistent stance of "choosing justice and reason; not choosing sides or factions" of our Party and State have laid a solid foundation for Vietnam to establish and maintain a peaceful, stable, and developing environment, enhancing the country's position and prestige. This also serves as compelling evidence to counter any attempts to distort and negate the Party's foreign policy viewpoint.
