Delegates from three Vietnamese provinces joined representatives from four Thai provinces, Bueng Kan, Sakon Nakhon, Nakhon Phanom and Nong Khai, and two Lao provinces, Bolikhamxay and Khammouane, to discuss ways to enhance cooperation during a conference of the nine provinces.
