UNESCO Recognizes HCMC as a "Learning City"
Speaking at the ceremony, Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council, said that this membership is the result of a process of focusing on building a lifelong learning environment for the people of the city.
At the same time, it shows the world's recognition of the policies, commitments, and efforts of Vietnam in general and Ho Chi Minh City in particular in ensuring quality, equitable and comprehensive education, promoting lifelong learning opportunities for everyone, contributing to enhancing Vietnam's educational position on the international stage.
According to Le, this is an opportunity for all citizens and the city government to continue to propose development action programs for Ho Chi Minh City to become a place where all people, regardless of age or country, can continue to learn; creating an open learning environment where each citizen can develop the skills and knowledge needed to adapt and thrive in the digital world.

“Ho Chi Minh City will make tireless efforts to ensure that all people can learn and develop. We commit to work closely with other members of the Global Network of Learning Cities to share experiences, learn and build better learning environments for all”, said Le.
She hoped that with the cooperation and support from UNESCO and other members in the network, Ho Chi Minh city will continue to develop and rise strongly, becoming a leading educational center in the region and achieving prestige and high rankings in world evaluation and recognition.
Jonathan Wallace Baker, UNESCO Chief Representative in Vietnam, said that this recognition is a memorable milestone in the city's educational development. He assessed that Ho Chi Minh City is the vibrant economic and cultural center of the country and the region, with a lot of potential for ideas and creativity on all fronts, including in education.
UNESCO is very interested in the City's initiative to develop and approve a set of criteria for happy schools, based on UNESCO's global happy schools framework, with the policy of applying at primary and secondary schools in the city. This model will be at the heart of educational innovation, placing happiness as a key factor in improving learning quality.
On behalf of the City's leaders, Duong Anh Duc Thanh, Vice Chairman of the City People's Committee, said that the title of "Global Learning City" recognized by UNESCO is not only an achieved goal but a starting point for further actions.
Learning, working, contributing, and enjoying are the inevitable and objective needs of everyone in the process of social development. Every citizen has the responsibility and right to regular, lifelong learning and takes advantage of every learning opportunity to become a good citizen, a digital citizen, and a global citizen.
Vice Chairman of the City People's Committee proposed that the Fatherland Front Committee of the City, socio-political organizations, socio-professional organizations, social organizations, unions, business communities, organizations, and individuals promote propaganda and raise awareness for cadres, party members, civil servants, public employees, workers, and all people about the practical benefits that the Global Network of Learning Cities can bring. Thereby, actively participating, joining hands, contributing, and responding to learning and talent promotion activities, building a learning society and a learning city, maintaining the title, and perfecting the criteria of a global learning city.
On this occasion, the City People's Committee launched the Action Program to build "UNESCO Global Learning City for the period 2024-2030".
