US Expert Works With Vietnam To Further Develop Semiconductor Industry

Vietnamese Planting and Investment Minister Nguyen Chi Dung has invited Dr. Richard Lawton Thurston, former Vice President of the TSMC and the leading non-engineer semiconductor expert in the US, to counsel Vietnam on the semiconductor industry.

On a business trip to the US from June 22 to June 26, Vietnamese Minister of Planning and Investment Nguyen Chi Dung met with Dr. Richard Lawton Thurston, former Vice President of the TSMC, one of the world's largest chip manufacturers, and a leading non-engineering semiconductor expert in the US. He collaborated with numerous corporations and governments in setting up and managing technology parks around the world.

Minister Nguyen Chi Dung stated that since Vietnam and the US have upgraded their Comprehensive Strategic Partnership, the two countries have actively developed foreign affairs and cooperative activities in numerous areas, including science, technology, and innovation. In the Joint Declaration's cooperation provisions, the US agrees to support Vietnam in training, improving semiconductor capacity, and participating in the global value chain. These are also two fields in which Vietnam promotes the development of high-quality human resources to fulfill future needs while improving long-term research and development abilities.

To prepare for this, Minister Nguyen Chi Dung stated that the Ministry of Planning and Investment has actively reported to the Prime Minister to assign the Ministry of Construction and submit to the Prime Minister the Project on Human Resource Development in the Semiconductor Industry to 2030, aiming to 2050, to mobilize State and social resources to focus on intensive training 1,300 lecturers and 50,000 semiconductor engineers, forming four national shared semiconductor laboratories and 18 standard semiconductor laboratories.

On this basis, the Minister of Planning and Investment suggested that Dr. Richard Lawton Thurston share his knowledge and practice in expanding the semiconductor business, as well as give recommendations for its development, particularly in terms of human resources. Dr. Richard Lawton Thurston can help promote investment and mobilize resources for semiconductor development in Vietnam, as well as connect with the TSMC in recommending collaboration activities between Vietnam and the TSMC.

Specifically, Minister Nguyen Chi Dung recommended that Dr. Thurston promote TSMC's investment in Vietnam and serve as a consultant to Vietnam in the semiconductor companies.

At the meeting, Dr. Richard Lawton Thurston stated that Vietnam has a big opportunity to develop the semiconductor and AI industries, particularly given the abundance of well-trained young human resources. He explained that AI technology requires various technologies, including sensors, memory, data collection, and processing. As a result, Vietnam can select one of the stages to focus on designing and implementing its strategy.

Dr. Thurston affirmed that he would cooperate and support the implementation of the Vietnamese Minister's proposals and advise Vietnam in developing roadmaps for the development of the semiconductor industry in Vietnam.

Also during the business trip, Minister Nguyen Chi Dung received Director of International Policy, Microsoft Corporation Kathryn Neal, President and founders of Supermicro Computer Group.

International partners have shown their interest and appreciation for the potential and opportunities for business investment in Vietnam, and have committed to conducting initial research and surveys on the practicality of investing in Vietnam.
