Vietnam Commended for Contributions to ASOSAI

Vietnam was applauded for its contributions to the Asian Organisation of Supreme Audit Institutions (ASOSAI) during the 15th ASOSAI Assembly.

Vietnamese Auditor General and Chair of the Asian Organisation of Supreme Audit Institutions (ASOSAI) for 2018 - 2021 Tran Sy Thanh on September 7 presided over the online opening ceremony of the 15th ASOSAI Assembly for the 2021 - 2024 tenure.

In his opening remarks, Thanh said that in the context of the Covid-19 pandemic seriously hitting the economies and societies of most Asian countries, the ASOSAI has witnessed solidarity of all regional supreme audit institutions to overcome difficulties with their efforts and prompt initiatives and solutions to respond to the pandemic, according to Vietnam Plus.

He said that during the three years of assuming the role as ASOSAI Chair, the State Audit of Vietnam has coordinated with SAI members in promoting the spirit of the 14th ASOSAI Assembly in carrying out the Hanoi Declaration on environment auditing for sustainable development.

Chanathap Indamra, President of the State Audit Commission of Thailand, said the pandemic has affected all aspects of life, including the audit sector. Therefore, the 15th ASOSAI Assembly as well as the 56th and 57th meetings of the ASOSAI Governing Board and the ASOSAI Symposium must be organised via videoconference.

This ASOSAI Assembly would not have been successful without the support of Vietnam and China amidst complicated developments of the Covid-19 pandemic, he added.

Chair of the International Organisation of Supreme Audit Institutions (INTOSAI) Aleksei Kudrin said that the 15th ASOSAI Assembly held in an online format has demonstrated the flexibility of the audit community towards a new and more effective and professional working method in the future.

The Bangkok Declaration adopted at this assembly will be the key document to orient the main activities of the ASOSAI in the coming time.

He also thanked the State Audit Office of Vietnam for its efforts to address many important issues, helping to promote the ASOSAI’s reputation in Asia.

After the opening ceremony, the 15th ASOSAI Assembly is convening the first and second plenary sessions, the 8th Symposium and the 57th Governing Board Meeting.

The same day, Chanathap Indamra took over the ASOSAI chairmanship for 2021-2024.

Addressing the hand-over ceremony, said the State Audit Office of Vietnam (SAV) met a range of difficulties while performing the ASOSAI chairmanship over the past three years, especially in the context of the Covid-19 outbreak.

However, this was also an opportunity for the SAV and members of the ASOSAI Governing Board to optimise technologies, catch up with the fourth Industrial Revolution, seek timely solutions and stay ready to cope with emergencies and emerging issues in the evolving world, while consolidating their solidarity and mutual support for the development of the ASOSAI.

He highlighted the establishment of the two working groups in charge of implementing sustainable development goals, and managing crises and emergencies, along with the building of the ASOSAI strategic plan for 2020-2022 as outcomes the organisation achieved during the 2018-2021 term.

Chanathap Indamra thanked the SAV for its significant contributions over the past three years.

The SAV has successfully completed its ASOSAI chairmanship for 2018-2021, helping ASOSAI become a modern and professional supreme audit organisation, which operates in line with international practices and standards and plays a big role in the International Organisation of Supreme Audit Institutions (INTOSAI), he said.

He expressed his hope for cooperation with countries in combating the pandemic, promoting public audit and exchanging knowledge and experience, and pledged to make efforts to enhance collaboration between SAI members as well as between ASOSAI and international organisations, educational institutions and other agencies and institutions.

What is ASOSAI?

ASOSAI (Asian Organization of Supreme Audit Institutions) is one of the Regional Groups of the International Organization of Supreme Audit Institutions (INTOSAI). Other Regional Groups are AFROSAI, ARABOSAI, CAROSAI, EUROSAI, OLACEFS and PASAI.

ASOSAI was established in 1979 with 11 members. The Membership of the ASOSAI consists of Charter Members, Members and Associate Members. Now membership has grown to 47 SAIs.

ASOSAI aims to promote understanding and cooperation among member institutions through exchange of ideas and experiences in the field of public audit; provide facilities for training and continuing education for government auditors, with a view to improving quality and performance; serve as a center of information and as a regional link with institutions in other parts of the world in public audit; and promote closer collaboration and brotherhood among auditors in the service of the Governments of the respective member institutions and among regional groups./.
