The Government Office has just issued Decision No. 450/VPCP-QHQT informing Deputy Prime Minister Pham Binh Minh's opinion on immigration procedures for foreigners, overseas Vietnamese and their relatives returning home.

The Decision states that Deputy Prime Minister Pham Binh Minh has agreed to the policy of facilitating entry procedures for foreigners, overseas Vietnamese and their relatives returning to Vietnam.

Immigration procedures

Foreigners, overseas Vietnamese and their relatives with valid entry documents (permanent residence card, temporary residence card, visa, valid visa exemption certificate) are allowed to enter Vietnam according to regulations (Law on entry, exit, transit and residence of foreigners in Vietnam and Government Decree No. 82/2015/ND-CP dated September 24, 2015). They do not have to go through the procedures of personnel inspection, grant visas/visa exemption certificates, do not need to apply for approval of immigration from ministries, branches and localities.

For foreigners without visas: Provincial People's Committees continue to consider and create favorable conditions for cases of entry to work, attend conferences, seminars, study and humanitarian aid in the province; Ministries, branches and agencies under the Central Government decide on the invitation, welcoming and are responsible for managing foreigners working with their agencies.

The Deputy Prime Minister requested the Ministry of Public Security to review recent cases of entry bans, and inform the Ministry of Foreign Affairs to notify overseas Vietnamese representative missions to cancel the issued entry documents to Vietnam; coordinate with the Ministry of Foreign Affairs and agencies in promulgating instructions on entry procedures for implementation nationwide, in accordance with the Law on entry, exit, transit and residence of foreigners in Vietnam, medical requirements and guidelines.
