Lai Chau National Assembly, People's Council Delegates Hold Dialogue with Children

National Assembly deputies and members of the People’s Council of Lai Chau province held a dialogue with representatives of children in the northern mountainous province.

The Meeting and Dialogue between delegates of National Assembly, People’s Council and members of the Children's Council in Lai Chau province took place with the participation of nearly 200 participants from provincial departments, organizations, mass associations, and outstanding child delegates representing Children’s Councils of Lai Chau, Ha Giang, Quang Tri, and Quang Binh provinces on June 4.

The event was held within the framework of the programme “Gender Equality and Empowerment for Ethnic Minority Women and Girls in Quang Tri and Lai Chau” (DGD 2022–2026), implemented by Plan International Vietnam with the support of the Belgian Directorate-General for Development Cooperation (DGD – Brussels) and Plan International Belgium.

In his opening speech, Chu Le Chinh, member of the Provincial Standing Committee and Vice Chairman of Lai Chau Provincial People’s Council, emphasized his hope that all the child delegates will be confident, honest, and brave in expressing their views. "Even if your perspective seems small, it is that very sincerity that we truly value. The ideas and proposals you bring today will not be overlooked—they will be listened to with empathy and a strong sense of responsibility," Trinh stressed.

During the event, Children’s Council representatives presented findings from surveys on three key issues of concern for children in Lai Chau, including the use of information technology and AI in learning, awareness and realities of e-cigarette use among adolescents, the current situation, and solutions to prevent child and early marriage.

Many insightful and practical suggestions were raised. Lam, a 9th-grade student from Nam Nhun district, shared a unique perspective on the role of parents. "Current law already holds parents accountable for allowing underage children to drive. Could a similar approach be used to define parental responsibility in cases where lack of supervision leads to children using or trading e-cigarettes?"

Nguyen Van Hau, the Provincial Programme Manager of Plan International Vietnam in Lai Chau, shared, "Witnessing the growth of Children’s Councils over the years is deeply moving. This meaningful model not only ensures representation for all children but also fosters understanding, solidarity, and mutual respect, helping children develop skills in communication, leadership, and social responsibility."

On the afternoon of June 3, within the framework of an exchange and dialogue program between members of the National Assembly, the Lai Chau People's Council, and children, the roundtable themed “Sharing Experiences in Implementing Children's Council Models” was held in Lai Chau city with the participation of more than 100 delegates from four provinces of Lai Chau, Ha Giang, Quang Tri, and Quang Binh.

The roundtable provided an opportunity for representatives of Children’s Councils to share their results, highlight model practices, and exchange practical lessons from their implementation across different localities. Children also participated in group discussions, where they expressed their hopes for stronger representation and more meaningful support from adults in promoting children’s voices.

Earlier that morning, the child delegates had an excursion to Ban Hon, where they participated in team-building activities, explored the local culture, and formed connections through engaging group games and experiences.
