General Secretary To Lam’s official visit to Malaysia took place amid flourishing Vietnam-Malaysia relations, particularly over the past decade since the establishment of their Strategic Partnership. As members of ASEAN, Vietnam and Malaysia view each other as crucial strategic partners, prioritizing the relationship in their respective foreign policies. The CPV maintains strong connections with major political parties in Malaysia, with the two countries sharing a common vision and development goals for the new period.

The Malaysian government, political parties, and people extended a warm and respectful reception to General Secretary To Lam, his spouse, and the high-level Vietnamese delegation. During the visit, the General Secretary held significant talks with Prime Minister Anwar Ibrahim, met with leaders of the Senate, House of Representatives, and political parties of Malaysia, delivered a policy speech at the University of Malaya, visited economic facilities, and received leaders of major Malaysian corporations.

In a series of discussions held in a spirit of trust and sincerity, the leaders of both countries reviewed the deep and comprehensive friendship and cooperation that Vietnam and Malaysia have built over the past 50 years. These ties have grown stronger, overcoming historical challenges to achieve remarkable progress.

Since the establishment of their Strategic Partnership in 2015, Vietnam and Malaysia have deepened bilateral and multilateral collaboration across a wide range of fields, based on mutual understanding, trust, and a shared vision of security, prosperity, and sustainable development in the region. Their close cultural and historical ties have further strengthened the bonds between their peoples.

Recognizing the favorable conditions and potential for advancing the relationship, both sides agreed to elevate their bilateral ties to a Comprehensive Strategic Partnership. This makes Malaysia the first ASEAN member state and Southeast Asian nation to achieve the highest-level partnership framework with Vietnam.

The Joint Statement on the Comprehensive Strategic Partnership underscores both nations' commitment to mutual support on their development paths. It highlights their determination to consolidate and enhance the friendship, trust, and comprehensive cooperation between Vietnam and Malaysia, following principles of respect for international law, independence, sovereignty, territorial integrity, political systems, and non-interference in each other’s internal affairs.

The statement outlines key priorities for the upgraded partnership, including emphasizing strengthened political trust and cooperation in defense, security, and law enforcement as a foundation for ensuring peace and stability. It also highlights the importance of fostering economic connectivity for sustainable growth, expanding collaboration in emerging fields such as green economy, innovation, and digital transformation, and supporting each other on regional and global issues for peace, security, and stability.

Both countries reaffirmed ASEAN's consistent position on the East Sea (internationally called the South China Sea), emphasizing cooperation to maintain peace, security, stability, freedom of navigation, and overflight in the region. They emphasized the peaceful resolution of disputes under international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and committed to fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC) while facilitating negotiations for an effective and substantive Code of Conduct (COC) in the East Sea.

The elevation of bilateral ties to a Comprehensive Strategic Partnership marks a historic milestone in Vietnam-Malaysia relations. It highlights the significance of General Secretary To Lam’s official visit to Malaysia and reaffirms Vietnam's consistent policy of prioritizing and strengthening relations with neighboring countries and the region, including Malaysia.

The success of this visit has further consolidated a solid foundation for enhanced political trust and deeper Vietnam-Malaysia relations in a new era to a higher, more practical, and more effective level, in line with the developmental needs of both countries. It reflects the shared commitment of both nations to building a united and resilient ASEAN Community, maintaining its central role, and contributing to peace, stability, cooperation, and development in the region and the world.
