Vietnam, Cuba eye stronger judicial cooperation

Cuban Minister of Justice Oscar Manuel Silvera Martínez has called on the Vietnamese Ministry of Justice to support and share experiences with its Cuban counterpart in applying information technology and digital transformation in law-making and judicial management, as well as in inspection and review of legal documents.

During a meeting with Deputy Minister of Justice Dang Hoang Oanh who is leading a Vietnamese delegation to Cuba from July 17 – 19, the Cuban official thanked the Vietnamese ministry for its goodwill and determination in supporting and sharing useful experiences with the Cuban ministry.

For her part, the Vietnamese minister congratulated the Cuban people on achievements under the leadership of the Communist Party of Cuba over the recent times, expressing his delight at the enhancement and expansion of the special and traditional cooperation and friendship between Vietnam and Cuba in general, and between the two ministries in particular.

She affirmed that the Vietnamese ministry will do its utmost to support and share experiences with its Cuban counterpart, and briefed her host on coordination between the two ministries and relevant Vietnamese agencies to implement a technical assistance project for the Cuban ministry to enhance its capacity for law building and legal enforcement, cited VNA.

The officials valued the active coordination between the two ministries in effectively implementing the 2024-2025 Cooperation program through flexible methods. They inked a memorandum of understanding (MoU) on cooperation between the Judicial Academy of Vietnam and a specialized school of the Cuban ministry.

They said the MoU serves as an important legal basis for performing specific cooperative activities in training legal staff and the training of officials holding judicial positions between the two institutions.

Martínez suggested that based on the document, the Judicial Academy of Vietnam and the Cuban school should research and coordinate in organizing short-term training programs, including those for Cuban lawyers.

While there, Oanh had a working session with Chairman of the Constitutional and Legal Affairs Committee of the Cuban National Assembly José Luis Toledo Santander, during which the host appreciated Vietnam's support for Cuba in the process of drafting its 2019 Constitution, and in amending and perfecting Cuba's legal system.

The Vietnamese delegation visited the Faculty of Law of the University of Havana, the specialized school of the Cuban Ministry of Justice, the association of Cuban law firms, and the Fidel Castro Ruz center; and laid a wreath at the Ho Chi Minh Monument in Havana.

Korean firms keen to invest in billion-dollar entertainment complex in Ha Long

The Korean Greyhound Association (KGA) has proposed investing between US$1 – 2 billion into an international sports and entertainment complex in Ha Long city of Vietnam’s northern Quang Ninh province.

KGA chairman Park Gi-beom made the proposal during his meeting with leaders of Quang Ninh on July 18 following a fact-finding tour of the locality.

Park revealed that the Ha Long international sports and entertainment complex will be built on a total area of 350 hectares in the city’s northern area into the largest of its kind in Asia.

The complex will feature amusement parks, entertainment and tourist sites, along with commercial services, competition venues, and a racetrack for dogs.

Furthermore, there will be other facilities specifically built for accommodation and sporting activities such as hotels, water parks, and areas for ice skating and ice hockey rinks, according to VOV.

The KGA representative expressed his hope that Quang Ninh would support the firm in conducting research and drawing up investment ideas to undertake the project, aiming to create new tourism products and services.

For his part, Cao Tuong Huy, chairman of the Quang Ninh Provincial People's Committee, appreciated KGA’s investment plan, which he said is on par with the province’s orientations to turn tourism into spearhead economic sector

According to the official, Quang Ninh is one of the three leading localities in the country in terms of attracting foreign direct investment (FDI). To date, there have been nearly 200 foreign-invested enterprises from 20 countries operating in the province with a total capital of nearly US$14 billion.

Vietnam shares opinions on parliaments’ role in SDG implementation

Vietnam shared ideas on specific steps that parliaments can take to promote the implementation of sustainable development goals (SDGs), especially Goals No. 16 on peace, justice and strong institutions, and No.13 on climate change, at the United Nations High-level Political Forum on Sustainable Development (HLPF) held in New York from July 16-18.

The Vietnamese delegation, led by Vu Hai Ha, member of the Party Central Committee and Chairman of the National Assembly (NA)'s Committee for External Relations, held that the world has faced many difficulties and challenges, slowing down the implementation of the 2030 Agenda for Sustainable Development, with many SDGs lagging behind scheduled.

In that context, the promotion of the role of parliaments – an important governance mechanism with close relations with SDG No.16, has a significant meaning in strengthening actions of the parliament in each country as well as the joint efforts of the international community in realizing the 2030 Agenda and the Inter-Parliamentary Union (IPU) action strategy on peace, cooperation, and sustainable development.

At a discussion on strengthening adaptation and climate finance for a sustainable and resilient world, Vietnam highlighted that climate change is one of the biggest global challenges, a serious problem for humanity that even has life-or-death impact on some countries and communities in the world.

As a developing country hard hit by climate change, over the recent years, Vietnam has always proactively and actively participated in regional and international agreements and commitments on responding to climate change, affirming the determination to develop a green and sustainable economy, aiming for net zero emissions as committed at the 26th UN Climate Change Conference (COP26).

To effectively respond to climate change, Vietnam suggested that the international community consider it the highest priority in every development policy of each country, and the highest ethical standard of every organization and individuals, VNA reported.

At the same time, it is necessary to strengthen cooperation on the principle of equality and responsibility among countries, with the effective support and participation of international cooperation mechanisms and organizations, aiming to connect and supplement resources, promote technology transfer, share experiences, and provide technical and financial support.

Vietnam also underlined the need for strengthening legislative work to legalize international commitments agreed upon by countries at UN Climate Change Conferences and related international events.

The HLPF is designed to connect parliamentarians to assess efforts towards the SDGs at the global level. It provides an opportunity for parliaments to exchange best legislative practices on sustainable development.

Vietnamese Olympians to fight for best records at Paris Games 2024

A send-off ceremony was organized on July 17 in Hanoi to demonstrate the Vietnam Team's energy and ability.

The team with 39 members including 16 athletes will be led by Chef-de-Mission Dang Ha Viet, director of the Sports Authority of Vietnam.

They will compete in 11 sports of cycling, shooting, swimming, boxing, weightlifting, badminton, canoeing, rowing, archery, athletics and judo.

Speaking at the ceremony Viet confirmed that Vietnamese athletes were asked to not only achieve their highest results in Paris but also showed their positivity and responsibility, together with other countries, in building an increasingly prosperous and peaceful world.

"It is clear that earning a medal at the Olympics is a very difficult job. It requires all athletes to deliver the best of their ability, overcome their limits and make breaks," said Viet.

"These are also our promises before leaving for Paris for competitions. We understand our responsibilities and have prepared strong spirit, determination, desire for winning and national pride.

"At the same time, we will maintain and strengthen solidarity, friendship, cooperation and development with countries around the world," he said.

Badminton player Nguyen Thuy Linh made an oath at the event, saying: "Wearing the national uniforms we are proud of being Vietnam's representatives. Each of us will be an ambassador to popularize beautiful images of our people and country to the international community.

"On behalf of all athletes, I would like to thank the national leaders of all levels for their caring and encouragement to us and people's support. I promise to give our best for victories," she said.

Meanwhile swimmer Vo Thi My Tien who will make her Olympic debut said she was proud to be one of the Vietnamese participants in Paris. She would swim at the highest level and hope to grab her best record, cited VGP.

Attending the ceremony, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong said the Olympics was the world's largest competition which featured the finest athletes of all sports.

People came to the Games to show their talents, demonstrate the good meanings of sports, the noble Olympic spirit, and promote good relationships, solidarity and friendship between countries around the world.

He said Vietnamese athletes should gain their highest achievement, preferring to have medals, in Paris to meet demands of the people and supporters.

Deputy Minister Cuong asked all members to compete honestly, nobly, tenaciously and creatively to complete their targets. At the same time, they should humbly learn and be friendly with international athletes while absolutely respecting the customs, practices and laws of the host country and comply with the regulations of the Games.

The Vietnam Team plans to leave for the Games on July 23 to join nearly 11,000 other participants in Paris.

The Olympics will be kicked off on July 26 and wrapped up on August 11. Athletes will compete for medals in 329 events and 32 sports.

HCM City to hold major multilateral diplomatic events this September

The People’s Committee of Ho Chi Minh City is set to organize the second friendship dialogue and the fifth economic forum with a focus on industrial transformation this September, expecting to welcome a large number of international delegates.

The HCM City Friendship Dialogue (FD) and the HCM City Economic Forum (HEF) provide not only a framework for enhancing the southern economic hub’s friendship with foreign localities but also a chance to share and discuss experiences, orientations, and solutions to promote cooperation so as to boost sustainable development and relations with foreign partners, Tran Phuoc Anh, Director of the municipal Department of External Affairs, told a press conference on July 18.

A highlight of the second FD, slated for September 23 - 24, is a conference of mayors which will gather central and local officials, along with representatives of the 58 localities having friendship and cooperative ties with HCM City from such countries as Germany, the US, Thailand, Cambodia, Japan, China, Canada, and Finland.

Participants will discuss their localities’ advantages, priorities, and international cooperation potential while proposing locality-to-locality cooperation initiatives to step up industrial transformation to serve sustainable development, Anh noted.

Representing the organizing board, Chairman of the HCM City Business Association Nguyen Ngoc Hoa said the fifth HEF from September 24 to 27 aims to share experiences and collect opinions from domestic and international financial institutions, enterprises, and experts about the city’s socio-economic development, targets, and key programmes, thereby helping promote Vietnam and HCM City’s reputation in the world, cited VOV.

The forum is expected to be attended by the Prime Minister, officials of Vietnamese ministries and sectors, along with 1,200 - 1,500 delegates from international financial institutions such as the World Bank (WB), International Monetary Fund (IMF), International Finance Corporation (IFC), and Asian Development Bank (ADB), international organizations like the World Economic Forum (WEF), Vietnamese and foreign localities, diplomatic agencies, and businesses. It will also attract many experts in economy, technology, industrial transition, and sustainable development.

He added the HEF 2024 will focus on such issues as main industrial transformation trends in the world, the governance ecosystem and policies for boosting industrial transformation, HCM City’s industrial transformation strategy and new technology trends, and the role of the city’s Center for the Fourth Industrial Revolution (C4IR) in industrial transformation.

As part of the forum, HCM City is scheduled to inaugurate the C4IR on September 25.
