Vietnam attends BRICS Dialogue with Developing Countries
A Vietnamese delegation led by Deputy Minister of Foreign Affairs Nguyen Minh Hang attended the BRICS Dialogue with Developing Countries in Russia’s Nizhny Novgorod on June 11 (local time).
The dialogue, part of the BRICS Foreign Ministers' Summit hosted by Russian Foreign Minister Sergey Lavrov, drew foreign ministers from 10 BRICS member countries, ministers and deputy foreign ministers from 12 guest countries.
In her speech, Deputy FM Hang emphasized the importance of BRICS collaborating with developing countries to promote three key focuses, including enhancing multilateral cooperation by reinforcing the central role of the United Nations (UN) in coordinating global efforts for peace, security, and sustainable development, and building trust and resolving disputes by peaceful means based on respect for the principles of the UN Charter and international law.
Another focus was on improving the role of developing countries in governance and fulfillment of global development agendas. She urged BRICS to contribute to accelerating sustainable development goals, ensuring that developing countries have access to breakthrough technological achievements, deep economic integration, and an open, fair, inclusive, and non-discriminatory multilateral trading system.
The final focus was on strengthening the resilience, adaptability, and capacity of developing countries in addressing global challenges. BRICS should collaborate closely with partners, especially developing countries, in promoting global climate actions, ensuring food and energy security, disaster preparedness, and epidemic prevention.
Affirming Vietnam’s consistent foreign policy of independence, self-reliance, multilateralization, and diversification of external relations; being a friend, a reliable partner, and an active and responsible member of the international community, she highlighted Vietnam's commitment to high-quality growth, prioritizing green growth, sustainable development, innovation, and resilience with people at the center of its development strategy.
Vietnam is ready to actively contribute to the activities of global, inter-regional, and regional cooperation organizations and mechanisms for peace, cooperation, and development, she said.
As Vietnam will host the Partnering for Green Growth and the Global Goals 2030 (P4G) Summit in 2025, she expressed Vietnam’s desire to join hands with other countries to advance global efforts for green growth and sustainable development.
On the occasion, the Vietnamese official held working sessions with her counterparts from Brazil, Venezuela, and Bahrain, cited VNA.
Brazilian Deputy Foreign Minister Eduardo Paes Saboia proposed joint work to effectively realize the outcomes of the Vietnam visit by Brazilian Foreign Minister Mauro Viera in April.
As the President of the G20, Brazil hopes for Vietnam's active participation and contribution to the G20, he said, expressing willingness to work with Vietnam at multilateral forums in 2025 when Vietnam hosts P4G and Brazil assumes the presidency of the 30th UN Conference on Climate Change (COP 30).
Venezuelan Deputy Foreign Minister Tatiana Pugh Moreno agreed on the need to facilitate delegation exchanges and further strengthen close coordination to effectively realize the recently reached agreements.
Bahraini Deputy Foreign Minister Isa Nasser Al Nuaimi and Deputy FM Hang affirmed their desire to further reinforce bilateral collaboration, especially through high-level delegation exchanges and increased cooperation in economy, trade, and investment while working closely together within multilateral cooperation mechanisms.
Vietnam prioritizes enhancing partnership with China, says President To Lam
Vietnam considers developing friendly and cooperative relations with China to be a strategic choice and top priority in its foreign policy, said newly elected President To Lam during his reception in Hanoi on June 11 for Chinese Ambassador to Vietnam Xiong Bo.
Lam said the long-standing friendship between Vietnam and China, founded and cultivated by President Ho Chi Minh of Vietnam and President Mao Zedong of China and generations of leaders of the two countries, is a valuable common asset of the two peoples, which needs to be preserved, inherited and promoted well.
Through the ambassador, he thanked Chinese President Xi Jinping for his congratulations and said he stays ready to join Xi in maintaining regular exchanges and contacts between senior leaders of the two Parties and two countries.
Xiong for his part congratulated General To Lam on his recent election as President of Vietnam and affirmed that the Party, Government and people of China attach great importance to friendly, neighborly relations and comprehensive cooperation with the Party, State and people of Vietnam, considering this as a priority direction in China’s neighborhood diplomacy.
He voiced China’s strong support for Vietnam’s efforts to maintain its stability, promote rapid development, smoothly implement the development goals set by the 13th National Party Congress, and prepare for the coming Party Congress, according to VOV.

Both sides spoke highly of the positive developments in Vietnam – China relations in recent times, especially after the historic reciprocal visits of General Secretary Nguyen Phu Trong to China in October 2022 and General Secretary and President Xi Jinping to Vietnam in December 2023, in which the two leaders agreed to elevate the comprehensive strategic cooperative partnership and building a China-Vietnam community with a shared future that carries strategic significance.
Lam proposed that the two countries maintain high-level visit exchanges and contacts, effectively deploy cooperation mechanisms, and improve the effectiveness of practical cooperation in all fields, including promoting cross-border railway connections and developing standard gauge railways in the northern provinces of Vietnam.
He also proposed that China continue to open its market for Vietnamese agricultural and aquatic products, as well as increasing local cooperation and strengthening friendly exchanges between organizations, people, and young generations of the two countries.
With regard to the East Sea issue, Lam emphasized that the two sides need to seriously implement high-level agreements and common perceptions; better control and resolve disagreements at sea; respect each other’s legitimate rights and interests; and actively seek satisfactory solutions to disagreements in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
To mark 75 years of diplomatic ties between Vietnam and China in 2025, Lam proposed that the two sides strive to develop bilateral relations more substantially and effectively.
In response, Xiong affirmed that the Chinese side will make efforts to well implement high-level common perceptions and implement specific cooperation measures proposed by the two sides.
China is willing to promote and deepen mutually beneficial cooperation in all fields; better control and resolve disagreements at sea; and develop the China-Vietnam comprehensive strategic cooperative partnership in a healthy and stable manner, bringing practical benefits to the two peoples, said the diplomat.
HCM City active in promoting Vietnam – Russia ties: official
Through an arsenal of economic – tourism projects and robust delegation exchanges, Ho Chi Minh City has been a leading locality in promoting the Vietnam – Russia relations, Vice Chairman of the municipal People’s Committee Vo Van Hoan said on June 11.
Attending a ceremony to mark the 34th anniversary of Russia’s National Day (June 12, 1990-2024) held by the Russian General Consulate in the city, Hoan held that the bilateral relations have stood the test of time and have been treasured and nurtured by generations of leaders and people of both nations, VNA reported.

In its foreign policy of independence, self-reliance, multilateralism and diversification, Vietnam always sees Russia as a leading important partner while developing the ties with Vietnam has been a priority of Russia, he said, adding the issuance of the joint statement on the vision of the Vietnam – Russia Comprehensive Strategic Partnership by 2030 has contributed to developing the traditional friendship and comprehensive strategic partnership in a deep and practical fashion for the interests of the two nations and prosperity of the two peoples.
The official thanked Russian Consul General Sadykov Timur Sirozhevich for his efforts and contributions to boosting the ties between the city and Russia, expressing his belief that the Russian diplomat will continue promoting his bridging role to deepen the comprehensive strategic partnership, including the friendship and cooperation between HCM City and Russian ministries, sectors and localities.
Speaking at the ceremony, Sirozhevich laid stress on the warm and trustworthy relations between the two countries over the course of more than 70 years, adding the ties have been characterized by similarities in history and diverse culture, as well as such common values as patriotism, strong will to fight against invaders, diligence, creativity and profound humanity.
Throughout their joint efforts, Vietnam and Russia will successfully realize their targets for the interests of the two peoples and peace and security in the region, he said.
Vietnam to brace for three to four tropical storms till year’s end
Between seven and nine tropical storms/tropical depressions are expected to form in the East Sea from now till the end of 2024, of which three to four will slam into Vietnam’s mainland, mainly from September to November, according to the National Center for Hydrometeorological Forecasting.
On average between six and seven tropical storms/tropical depressions hit the East Sea every year, with two to three battering the mainland of Vietnam.
The meteorological agency warned that Vietnam would beware of storms with complicated developments in both trajectory and intensity, cited VOV.

Nguyen Duc Hoa, deputy head of the Climate Forecasting Department under the National Center for Hydrometeorological Forecasting said there is high probability that a tropical storm or tropical depression wil form in the East Sea in early July.
Also according to the meteorologist, El Nino is likely to change to a neutral state with a probability of 80 - 85% from now until the end of June 2024, and ENSO will gradually shift to the La Nina state with a probability of 65 - 75% from July and August.
The average temperature across the country from now until July 10, 2024, is usually 0.5-1°C higher than the average for many years.
Heavy rain, thunderstorms, tornadoes, lightning, and hail may negatively impact production and daily activities of communities in affected areas.
Vietnam forecasted to post positive GDP growth in 2024
In a report 'ASEAN Frontiers: The New Trailblazers', researchers from Maybank said the recovery in GDP growth will be driven by manufacturing and exports, particularly electronics, which are supporting a modest growth recovery in the first half of the year.
Maybank also said that artificial intelligence, data center boom, and broadening global electronics demand are brightening the trade and foreign direct investment (FDI) outlook.
Despite elevated interest rates, strengthening economic activities have resulted in loan growth picking up across ASEAN, Maybank said.
Maybank also noted that ASEAN has emerged as one of the preferred destinations as multinational companies diversify their manufacturing supply chains.
FDI approvals and applications to several ASEAN countries including Malaysia, Thailand, Vietnam and Indonesia, have risen sharply, cited VGP.

Meanwhile, private investment has strengthened in the first quarter of this year in Malaysia, Vietnam, Thailand and Indonesia, suggesting that the recent surge in FDI pledges is materializing.
ASEAN countries are securing investments not only from the U.S., and its allies, but also from China, as the country's FDI has increased strongly in Vietnam, Thailand and Malaysia since the reopening.
Remarkably, Vietnam's nascent market has received commitments from the likes of Keppel, Alibaba and Gaw Capital.
Vietnam's GDP was estimated to expand 5.66 percent in the January-March period, the highest rate over the same period since 2020, according to the General Statistics Office (GSO).
The Vietnamese Government is determined to achieve the GDP growth goal of 6.5 percent in 2024.
