The Prime Minister emphasized that President Macron’s recent state visit to Vietnam had been a great success, creating strong momentum for the Vietnam-France Comprehensive Strategic Partnership.

Vietnam supports France’s role as host country, demonstrated by its approval of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ Agreement) at the UNOC-3.

The Prime Minister congratulated France on the achievements it has made under President Emmanuel Macron’s leadership, including the successful organization of the United Nations Ocean Conference. He reaffirmed Vietnam’s support for France’s hosting role, as shown through Vietnam’s approval of the BBNJ Agreement during the conference.

President Emmanuel Macron thanked Prime Minister Pham Minh Chinh for attending and delivering a thoughtful speech at UNOC-3. He expressed appreciation for the warm, respectful, and meticulous reception he received during his state visit to Vietnam last month. He believed that the Prime Minister’s current trip to France would contribute to the substantive implementation of the outcomes achieved during that visit.

In the context of multiple global challenges facing nations, the two leaders expressed their determination to further advance the bilateral relationship, making it a bridge between Asia and Europe.

Both sides agreed to strengthen delegation exchanges at all levels, especially high-level visits, to reinforce political trust and review and promote cooperative agreements continuously.

Regarding economic, trade, and investment cooperation, the Prime Minister underscored the spirit of the “three diversifications”: diversification of markets, supply chains, and products. He proposed that France closely coordinate with Vietnam to promote bilateral trade and further open their markets to each other, especially in light of the complex developments in the global economy.

The Prime Minister also proposed that France continue giving attention to and expedite the procedures for completing the ratification process of the EU-Vietnam Investment Protection Agreement (EVIPA), and push the European Commission to soon lift the IUU “yellow card” on Vietnamese seafood products.

Additionally, the two leaders agreed on the need to enhance cooperation in ensuring security, accelerating energy transition, and expanding projects addressing climate change soon.

To maximize the effectiveness of science and technology as a new pillar of cooperation within the Vietnam-France relationship, the Prime Minister emphasized the importance of effectively implementing the intergovernmental agreement on scientific and technological cooperation and innovation. He proposed that France support Vietnam in strengthening its capacity in strategic fields such as aerospace, satellites, energy technology, biotechnology, the digital technology industry, semiconductors, quantum technology, digital infrastructure development, and the digital economy.

Regarding artificial intelligence, President Macron agreed with Prime Minister Pham Minh Chinh’s proposal and expressed a wish for France to become one of Vietnam’s leading partners in this field, aiming to ensure the development of AI in a transparent, equitable, and sustainable manner.

Both sides highlighted the important role French medicine has played in Vietnamese healthcare and agreed to further strengthen medical cooperation, to make Vietnam a model for the application of French medical technologies in Southeast Asia.

Prime Minister Pham Minh Chinh affirmed that he would closely direct Vietnamese ministries and agencies to seriously and effectively implement the high-level agreements between the two countries. He also requested that President Emmanuel Macron instruct relevant French agencies to coordinate closely with the Vietnamese side to promote practical and effective cooperation across various fields, commensurate with the level of the Comprehensive Strategic Partnership.

The two leaders also exchanged views on international and regional issues of mutual concern and agreed to strengthen coordination in promoting cooperation with Africa, the Middle East, and Latin America.

Both sides reaffirmed their commitment to supporting peace, stability, and the freedom of navigation and overflight in the East Sea (South China Sea), by international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They also emphasized the need to enhance maritime cooperation, including the development of the blue economy, maritime security, coastal protection, and marine environmental preservation.

On this occasion, Prime Minister Pham Minh Chinh invited France to send a high-level delegation to Hanoi to attend the signing ceremony of the United Nations Convention on Countering the Use of Information and Communication Technologies for Criminal Purposes (UN Cybercrime Convention) in October 2025.
