Vietnam Steadily Enters Era of Nation's Rise: The Way Forward

Recognizing the current situation, the Communist Party of Vietnam has set out the following key goals and tasks: continue to prioritize the dual strategic objectives of building socialism and defending the Fatherland; strengthen the Party and political system to ensure transparency and robustness in all aspects; enhance the strength of culture, people, and the great national unity bloc combined with contemporary strengths; foster innovation, creativity, and rapid, sustainable development; and aim to become a developing country with upper middle income by 2030 and a developed country with high income by 2045.

These are solid foundations for the country to enter a new era, achieving the goal of building a peaceful, independent, democratic, prosperous, and happy Vietnam, steadily advancing towards socialism. The achievement of these ambitious goals and tasks marks a significant step forward on our path to socialism. This represents a profound revolutionary shift, enabling the country to develop and stand shoulder to shoulder with other countries in the world.

Vietnam Steadily Enters Era of Nation's Rise: The Way Forward

First, we need to develop the economy to achieve important goals

The Party and State's policies for economic sectors aim to liberate production capacity, maximize the mobilization of internal and external resources for industrialization and modernization, enhance economic and social efficiency, and improve people's lives. The policies focus on proactively innovating, developing, and improving the efficiency of the state and cooperative economies, with the state economy playing a leading role and the cooperative economy gradually becoming the foundation. These policies aim to establish, consolidate, and enhance workers' mastery in social production, achieve social justice, and implement various forms of distribution. This includes distribution based on labor results and economic efficiency, contributions of other resources to production and business results, and social welfare. The policies also aim to strengthen the effectiveness of the State's macro-management, fully exploit the positive aspects of the market economy while preventing and limiting its negative impacts. At the same time, they look to maintain national independence and sovereignty while protecting the interests of the nation and the people in foreign economic relations.

We need to continue to innovate our economic management mechanisms and build a market economy under state management with a socialist orientation.

It is proved that commodity production is not an exclusive product of capitalism, nor opposed to socialism. Rather, it is a shared achievement of human civilization. It exists objectively and is necessary for the construction of a socialist-oriented market economy model. For Vietnam's market economy, the market is both the basis and the object of planning. The plan mainly plays an orientational role; the market plays a direct role in guiding economic units in choosing their fields of operation and business organization plans. The application of the market mechanism requires improving the State's management capacity while establishing full autonomy for economic units. From there, we can promote positive impacts, while preventing and limiting the negative aspects of the market. The State manages the market through laws, plans, policy mechanisms, economic leverage methods, and the material forces of the State economic sector. The State performs well the following functions: orient development; directly invest in fields to lead other economic sectors to develop together; establish a unified legal framework, with a suitable policy system to create a stable environment and development momentum, facilitate businesses to prosper; overcome and limit the negative aspects of the market economy; distribute and redistribute income, manage public assets and inventory, manage all economic and social activities.

Second, it is necessary to take care of cultural and social issues.

The Party identifies culture as the spiritual foundation of society, a driving force for socio-economic development, and at the same time the goal of socialism. The core task of culture is to contribute to developing Vietnamese people to be comprehensively progressed in terms of politics, ideology, morality, soul, emotions, and lifestyle, with good personality and strong character. All activities in the cultural field aim to build and develop an advanced culture, imbued with national identity, while absorbing the quintessence of human culture. While opening up to the world, Vietnam constantly implements the motto "integrate but do not dissolve" - ​​open while resolutely fighting against toxic culture.

The social policy system we are implementing and continuously improving is grounded in the Party's major viewpoints: economic growth must be intimately connected to social progress and equity at every step of the development process. Social equity is reflected in the fair distribution of means of production and production outcomes, job creation, and the development of everyone's capacities. It encourages legal wealth accumulation while also focusing on poverty reduction, honoring roots, and expressing gratitude. One crucial issue in social work is combating crime, corruption, smuggling, and social evils. This involves identifying the root causes of these issues and implementing educational, economic, administrative, and legal measures in a coordinated manner to effectively prevent and fight them.

Third, promoting socialist democracy and building the Socialist Republic of Vietnam as a nation of the people, by the people, and for the people is essential.

Building socialist democracy is both an objective and a driving force for social development. It underscores the close relationship between the Party, the State, and the people. This entails creating a democratic society where cadres, party members, and civil servants truly serve the people. All Party policies and State laws should reflect the people's will and legitimate interests.

We advocate for a socialist rule-of-law state that serves the people, rooted in an alliance among the working class, peasantry, and intellectuals, and led by the Communist Party. The State's power is unified while divided and coordinated among legislative, executive, and judicial branches. Implementing the principle of democratic centralism in State organization and operations is crucial. Strengthening the socialist legal system involves building a Vietnamese rule-of-law state that manages society through and by law, while also emphasizing education to enhance socialist ethics. It's also about bolstering the Party's leadership over the State.

Fourth, we need to build the Party to meet the requirements of the new period.

In our country, only the Communist Party of Vietnam - the Party founded and trained by President Ho Chi Minh, the experienced vanguard of the working class and also of the whole nation, the loyal representative of the interests of the working class, the working people and the whole nation, armed with Marxism-Leninism, Ho Chi Minh Thought and the fine traditions of the nation, gathering in its ranks millions of children of the nation, closely attached to the people - is the only force capable of leading the successful construction of socialism and firmly defending the Fatherland.

To undertake the great task in the new period, the Party must continue to innovate, self-correct, enhance its leadership capacity and fighting strength, and overcome shortcomings, negative manifestations, and weaknesses. It must be truly an intellectual Party, a Party of faith, and a Party of civilized morality, worthy of the position and role entrusted by the nation and country.

The special context of the world and the country has not only created promising new prospects for Vietnam's renovation but also posed new and extremely heavy tasks. Advantages and difficulties, opportunities and risks are intertwined and affect the country's development direction. The key is to proactively seize opportunities, actively participate in cooperation and the international division of labor, promote existing advantages and find comparative advantages to rise up, develop quickly and firmly, and leverage existing strengths and forces to create new ones.

At the same time, it is crucial to stay alert, resolutely repel and overcome risks, including newly arising ones, to ensure stable and correct development. Based on this situation, we can firmly believe that Vietnam has entered a new era of nation rise, firmly following the chosen path, with enough strength and intelligence to move forward with the world and the times and achieve the goal of peace, independence, democracy, prosperity, and steady progress towards socialism.
