Vietnam Steadily Enters Era of Nation's Rise: Addressing Challenges and Opportunities

Over the country's thousands of years of history, the Vietnamese people have gone through various periods of brilliant development. However, it can be said that never before has Vietnam's stature and position been affirmed as strongly as it is nowadays. The over-40-year Doi Moi (rennovation) process has earned pivotal and historic achievements, which have significantly changed the country's position and improved the material and spiritual life of the people. Along with that, in recent years, Vietnam has integrated in breadth, depth, and height with most countries worldwide. The country has established a Comprehensive Strategic Partnership with 8 major countries in the world. Vietnam has never had such a foundation, potential, position, and international prestige as it does today.
The past journey has been undeniably glorious, we have step forward to bring the nation to pivotal milestone. The success of the rennovation and open-door - international integration policies has been further validated by reality, underscoring the need for their continued and enhanced implementation. Renovation and openness are two strategic tasks essential for national development. These closely intertwined factors drive the motivation for the Vietnamese people to break out and rise up. Renovation involves removing obstacles, reorganizing society, liberating capacities, and effectively mobilizing all potentials to build internal strength and openness. Openness means reaching out, absorbing, and filtering the best of humanity to enhance oneself, transforming the impossible into possible, multiplying existing strengths, and tapping into rich new resources based on a better understanding of others and oneself.
However, as the scope of renovation and integration expands, the challenges we face become more complex and difficult. Renovation is a highly self-aware and continuous process of creation; without self-awareness or creativity, the process will stagnate, lose its novelty, and become outdated. Openness and integration also demand willpower and determination, as they involve fierce competition, mutual influence, interdependence, and transformation. With an objective and scientific political perspective, recognizing both global and domestic contexts, our Party has acknowledged that we will encounter significant difficulties and challenges ahead, with comprehensive impacts and complex developments that cannot be overlooked. These challenges include:
The risk of falling further behind economically. In the global integration and competition process, it is evident that Vietnam risks lagging economically behind many nations in the region and the world. This is due to several factors: 1) We start from a low baseline, with weak economic infrastructure, low levels of science, technology, and intellectual development, low social labor productivity, and low per capita income. 2) Our timeline lags behind many countries. We are pushing towards industrialization and modernization while many nations have already advanced beyond this stage. 3) The competitive environment for capital and technology in developing countries is extremely fierce. Every country seeks to gain an edge to attract investment from developed nations, often accepting certain losses in the process.
Negative impacts of the market economy. We support the establishment of a multi-sector market economy, guided by state management in a socialist orientation. This multi-sector economy and market mechanism have the benefits of promoting and liberating social production capacity, stimulating the production and circulation of goods, and advancing techniques. However, it can be unpredictable, leading to negative phenomena such as wealth disparity and a materialistic lifestyle focused on chasing after money, which can cause significant disruption to the economy and society. Therefore, it is essential to find ways to harness and enhance its positive aspects while preventing and mitigating its negative consequences.
Corruption, negativity, waste and bureaucracy. These issues are deeply troubling for society. Bureaucracy causes officials and state agencies to become disconnected from the people, failing to understand their aspirations, which strains the relationship between the Party, the State, and the people. Corruption, negativity, and waste undermine both the material and spiritual strength of the nation, diminishing the people's trust in the State and the Party. To effectively pursue national rennovation, our Party and people are committed to combating corruption, negativity, waste, and bureaucracy.
The "peaceful evolution" plot of hostile forces. At present, we maintain diplomatic relations with most countries globally. While many friends, both near and far, are supportive and actively assist Vietnam in its development, there are still forces that seek to undermine our progress. Our people unite with all classes worldwide, yet we remain steadfast in combating any hostile actions that hinder our advancement.
The above difficulties and challenges are indeed significant. However, on the path of national rennovation, Vietnam also encounters new opportunities and fundamental advantages:
A new global space. The new global space is an open space rich in diversity and nuances. While the fundamental contradictions of the world persist and evolve, sometimes through deeper and more drastic expressions like war and conflict, there are still commonalities within the international community. The alignment of interests between different regions, along with the global awareness of shared responsibility in addressing worldwide issues, has fostered a positive atmosphere for cooperation and dialogue.
New trends: Alongside the shift toward a multipolar world order, there is a rise in regional integration, a heightened awareness of independence, autonomy, and self-reliance, and a resistance against foreign imposition and intervention. The world is increasingly embracing globalization across many aspects of life, especially the economy. Economic development in one region now profoundly impacts others, driving trends of cooperation and international division of labor. This increased cooperation, specialization, and division of labor create significant opportunities for countries to engage in international collaboration.
New regional context: The Asia-Pacific region, particularly the East Asia-Pacific arc, is experiencing dynamic growth and is poised for continued rapid development. The evolving relationships between Vietnam and countries within and beyond the region present favorable conditions for innovation and the advancement of our nation's development goals.
Along with the new opportunities and advantages presented by the international situation, Vietnam has already amassed the essential resources to create a new environment, new strength, and accelerated progress. This new environment and strength are the result of significant achievements during the renovation process, as well as successful expansion and integration efforts both domestically and internationally, creating momentum for rapid national development. Vietnam's new environment, strength, and acceleration are further bolstered by the Communist Party of Vietnam, an intellectual and nationally trusted entity with a clear, united direction. The Vietnamese people are hardworking, intelligent, patriotic, possess strong revolutionary will, and trust in the Party's leadership. The country also benefits from geo-economic advantages, natural resources, and especially a large, culturally advanced labor force. These factors are fundamental in providing crucial resources for our nation.
