The event is a series of seminars held every two years, established by three organizations including the Vietnamese Academic Network in Japan (VANJ), the Vietnamese Professionals in Japan (VPJ), and the Vietnamese Youth and Student Association in Japan (VYSA).

Speaking at the opening of the summit, Vietnamese Ambassador to Japan Pham Quang Hieu said that in recent years, the Vietnamese community in Japan has grown rapidly. With nearly 500,000 people, it is the second-largest foreign community in Japan.

Among these are many people of the younger generation, many of whom have studied, researched, and worked in Japan for the past 15-20 years. Many people even obtained important positions in teaching, research, and management at prestigious universities or leading businesses in Japan.

Together with young intellectuals, start-up entrepreneurs, and enthusiastic international students, they play a leading role in the development of the Vietnamese community in Japan.

They contribute to Japan's socio-economic development, becoming important bridges for friendly cooperation between the two countries.

The Ambassador expressed his belief that the discussions around the topic "Flow of the times- toward the future" of the summit will clarify the need for cooperation between the two countries in the coming years.

The good foundation of scientific and technological cooperation over the past years, along with the maturity and growth of the Vietnamese intellectual community in Japan, will create a new pillar of development in the two countries' cooperation, including cooperation in science, technology, and innovation.

Minister of Planning and Investment Nguyen Chi Dung evaluated the contents of investment cooperation, promoting innovation, sustainable socio-economic development, and technology transfer between Vietnam and Japan as practical topics, especially in the context of the world's complex, unpredictable developments, restructuring of trade and investment.

According to the Minister, the activities of the Vietnam Summit in Japan 2023 received great support from Japanese experts, intellectuals, and politicians. The Minister said this is a meaningful bridge, contributing to deepening Vietnam-Japan relations in the past as well as in the future.

Deputy Minister of Science and Technology Bui The Duy said that in recent times, through the Party's resolutions, the State's policies always considered science, technology, and innovation as the pillars of socio-economic development, ensuring the country's security and defense.

Vietnamese intellectuals in Japan engaged in many practical activities benefitting their homeland and contributed to establishing and promoting cooperation between Vietnam and Japan, especially in the fields of technology and innovation, he said.

In a plenary discussion on the 50-year relations between Vietnam and Japan, the Rector of Vietnam-Japan University, Prof. Furuta Motoo said the key to bilateral relations in the future will be whether they can build a really equal partnership. With its rapid development at present, Vietnam has sufficient foundations and conditions to have a bilateral "equal partnership" with Japan.
