The webinar was attended by: Tran Thanh Huan, director general of the Department of Foreign Affairs - Ministry of Foreign Affairs; S. Grigoriev, director of the Department of Relations with the Federal Subjects, Parliament and Public Associations of the Ministry of Foreign Affairs of Russia, Gennady Bezdetko, Russian Ambassador to Vietnam, and representatives of localities and provinces of the two countries participate in the exchange.

The seminar took place in an online form, connecting with representatives of some typical localities and businesses of the two countries. On the Vietnamese side, there are 19 provinces: Ninh Thuan, Quang Ninh, Khanh Hoa, Thua Thien Hue, Vinh Phuc, etc. On the Russian side are: the Sakha Republic, the Zabaikal region, the Amur Oblast, the Vologod province and the city of Saint-Petersburg.

Speaking at the webinar, Tran Thanh Huan, director general of the Department of Foreign Affairs - Ministry of Foreign Affairs said: The webinar is a forum for the two sides to jointly bring out strengths and advantages to promote bilateral cooperation between the two countries. Vietnam - Russian Federation. In 2020, Vietnam and Russia celebrate the 70th anniversary of the establishment of diplomatic relations, in 2021, the 20th anniversary of the establishment of the Vietnam - Russia strategic partnership. In 2022, the two countries will celebrate the 10th anniversary of the establishment of the Comprehensive Strategic Partnership.

As of September 20, 2021, Russia has 150 investment projects in Vietnam with a total registered capital of US$953.3 million, ranking 25th among countries and territories with direct investment capital in Vietnam. Vietnam currently has about 20 investment projects in Russia with a total registered capital of nearly US$3 billion. Through this seminar, Tran Thanh Huan hopes that the two sides will find impressive development areas, put them into concrete implementation, and promote more commercial investment in the near future.

According to S. Grigoriev, director of the Department of Relations with the Federal Subjects, Parliament and Public Associations of the Ministry of Foreign Affairs of Russia, the webinar is an activity for the provinces in Vietnam and the Russian Federation to better understand the proposals and needs to promote economic and trade development between the two countries in more fields.

Representatives of typical localities and businesses of the two countries Vietnam - Russia also spoke and shared about their situation, strengths, as well as requirements on expanding and promoting cooperation in fields such as science, technology, education and culture. They also shared about focusing on implementing key projects in the field of energy-petroleum; creating favorable conditions for enterprises of the two countries to access markets and invest in each country in fields of mutual benefit.

Moreover, the bilateral consultation between the Ministry of Foreign Affairs of Vietnam and the Russian Federation was jointly organized. S. Grigoriev affirmed that the Department/Directorate-level consultation between the two foreign ministries is a very important step on the basis of the increasing role of localities in the Russian Federation in international and economic relations.
