To help people stabilize their lives swiftly following the natural disaster, leaders from various provinces and localities have rapidly put support plans into action for those affected. In numerous areas, food have been supplied to families who had to evacuate due to the storm. The provision of food and essential items post-storm has been secured, with no goods shortages or sudden price hikes. Supermarkets remain open without interruption, ensuring a steady supply.

Quang Ninh: "3 early, 4 on-site"

Numerous homes in Bai Chay, Ha Long, were damaged following storm No. 3, as reported by Quang Ninh Newspaper.

Just before the arrival of the storm, Quang Ninh province adopted the approach of "3 early, 4 on-site." The "3 early" strategy includes: early identification, proactive prevention and control; advance preparation of plans, resources, and materials; and prompt detection, action, and intervention. The "4 on-site" encompasses: personnel present on-site, command executed on-site, resources and logistics available on-site.

On September 8, forces, units, and localities swiftly mobilized to mitigate the aftermath of the storm. Quang Ninh province's leaders reported that in response to the complex nature of storm No. 3, they rigorously followed the Government and Prime Minister's directives. Despite proactive and decisive preventative actions, the storm's intense power, unpredictable behavior, and rapid intensification led to its landfall in Quang Ninh, resulting in significant harm to individuals and property.

Quang Ninh province is taking urgent steps to restore its power supply and telecommunications systems. The province plans to request assistance from Military Region 3 for rescue and relief operations at sea, clearing the aftermath of the storm, and upgrading the Ha Nam Dyke, which is the only level III dike in Quang Ninh.

Hai Phong: Central Government pledged VND 100 billion to support Hai Phong to deal with storm and flood aftermath

Hai Phong is prioritizing the restoration of electricity to essential services such as medical facilities, industrial parks, schools, and clean water stations to meet production needs and the daily requirements of the populace. In Cat Hai island district, the challenge of repairing the power grid system is compounded by the need to fix broken transmission lines in the maritime area. The repair of the telecommunications system is anticipated to be finished by September 9. However, in the Cat Hai island district, the mountainous terrain and the area's remoteness from the mainland will make the repairs more challenging and time-consuming.

On the evening of September 8, Prime Minister Pham Minh Chinh visited Hai Phong city to inspect the aftermath of storm No. 3, offer encouragement to the residents, and oversee the recovery efforts. The Prime Minister announced that the Central Government will allocate VND 100 billion in support of Hai Phong, expressing his hope that the city will bolster its self-reliance and utilize the central support to surmount the storm's aftermath and potential subsequent natural disasters. He emphasized the importance of restoring normalcy, achieving socio-economic development targets for 2024, preparing for upcoming Party Congresses at all levels, and towards the 14th National Party Congress.

Hanoi: Residents unite to mitigate the aftermath of the storm and restore the environment

After being hit by storm No. 3 for over a day, Hanoi reported close to 17,400 downed trees and branches, disrupting traffic as many streets were completely or partially obstructed. The storm resulted in four fatalities and 11 injuries. Additionally, it led to the destruction of roofs and structures in 274 homes; four corrugated iron-roofed houses collapsed; 19 residential buildings suffered damage, and numerous electric poles were shattered. The storm caused power outages in various districts and counties, impacting the operation of pumping stations, production activities, and the daily lives of residents.

On the morning of September 8, on the streets, a large number of police, military, unions and many political and social organizations joined hands with people to overcome the consequences of the storm and clean up the environment.

Preliminary statistics indicate that on the morning of the day when Typhoon Yagi hit, the Fire Prevention and Rescue Police, along with Hanoi's local police, rapidly deployed nearly 300 vehicles and approximately 2,000 officers and soldiers. They collaborated with various departments and civilians to address 172 incidents of fallen trees, uprooted trees, broken branches, and houses stripped of their roofs. This swift action played a crucial role in reducing the damage from the storm, safeguarding the lives and property of the populace. Subsequently, all units of the city's police continued to work with other forces to promptly remove trees blocking the roads and assist residents in repairing their homes to restore normalcy to their lives.
