National Assembly Chairman Tran Thanh Man affirmed that over the past 64 years since the establishment of diplomatic relations, the solidarity and close relationship between Vietnam and Cuba, cultivated by President Ho Chi Minh and leader Fidel Castro, has developed well, becoming a relationship with high political trust, serving as a model in international relations.

The Party, State, and people of Vietnam highly value and are determined to further deepen the special, exemplary, and loyal solidarity relationship between Vietnam and Cuba on all channels and in all fields, together with the Cuban people, to preserve, develop, and pass it on to future generations.

The President of the Cuban National Assembly expressed his gratitude to the Communist Party, the State, and the people of Vietnam for donating 10,000 tons of rice to Cuba, emphasizing that this timely assistance comes at a time when Cuba is facing a food and energy crisis. He highlighted the positive developments in the special relationship between the two countries following the State visit to Cuba by General Secretary and President To Lam in September 2024.

During this visit, the two sides issued a joint Vietnam-Cuba statement expressing their determination to further strengthen the bilateral relationship to a new, comprehensive, substantive, efficient, and sustainable level, in the spirit of mutual companionship, cooperation, and development, for the cause of development and socialist construction, for the benefit of the people of both countries, for peace, cooperation, and development in each region and the world.

The President of the Cuban National Assembly expressed his pleasure at seeing Vietnam continue to be a major investor in Cuba in the fields of energy, and tourism, and expressed his hope that Vietnam would support Cuba in developing renewable energy. He also requested that Vietnam share its legislative experience, especially in the context of Cuba's current development of business law.

He suggested that the two sides promote exchanges and cooperation between localities and between friendship parliamentary groups, coordinate preparations to organize the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee to share experiences in building and perfecting policies, laws, and promote bilateral cooperation in the fields of economy, finance, investment, energy, science, and technology.

Both Presidents of the National Assembly expressed their delight at the development of good relations between the legislative bodies of the two countries with high-level visits and important cooperative activities, bringing the bilateral parliamentary relations to a deeper and more effective level, making positive and substantive contributions of the two national assemblies to consolidating and strengthening the special, exemplary, and loyal relationship between Vietnam and Cuba.

In order to continue promoting the successful outcomes of the First Session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee in the spirit of the signed Memorandum of Cooperation, National Assembly Chairman Tran Thanh Man stated that the Vietnamese National Assembly wishes to continue strengthening cooperation with the Cuban National Assembly with new, broader content and mechanisms of cooperation.

Both sides agreed that it is necessary to continue promoting the role of the legislative bodies of the two countries by studying the possibility of coordinating supervision to promote and effectively implement cooperation documents and high-level agreements between the two countries.

National Assembly Chairman Tran Thanh Man proposed that the two sides coordinate at multilateral international forums such as the Inter-Parliamentary Union (IPU) and other multilateral parliamentary organizations of which both sides are members, share and support each other's positions on regional and international issues of mutual concern.
