The strategy clearly states that cultural diplomacy is an important component of a comprehensive modern Vietnamese diplomacy.

If economic diplomacy is a breakthrough, then cultural diplomacy is the spiritual foundation that creates the identity of Vietnamese diplomacy.

The objective of cultural diplomacy is to use cultural tools in diplomacy to bring Vietnam's relations with partners into depth, stability, and ensure national interests.

At the same time, it also honors the values and beauty of Vietnamese culture, absorbs the cultural essence of mankind, arouses the aspiration to develop the country, and elevates the nation's position.

Towards this goal, the strategy has proposed many groups to promote the cultural values and images of the country and people of Vietnam to the world.

Typical proposals include active and responsible participation in regional and world cultural organizations and forums.

In addition, Vietnam has proposed strengthening Vietnam's presence at prestigious international cultural events, towards hosting regional and international cultural and sporting events.

Vietnam invests in research and development of unique cultural products; and focuses on publishing and disseminating valuable and quality art works abroad.

The proposal also includes increasing the introduction of Vietnamese people through images of national heroes, cultural celebrities and typical individuals.

Overseas Vietnamese spread Vietnamese values

The cultural development strategy until 2030 focuses on putting the locality, people and businesses as the center, as well as being considering both a beneficiary and a partner in the implementation of the overall strategy.

One of the breakthrough solutions mentioned by the strategy is to encourage people, especially overseas Vietnamese, students, and Vietnamese to travel in the role of messengers to spread cultural values.

Accordingly, it will create conditions for overseas Vietnamese to receive information and cultural products from within the country to preserve and promote Vietnamese cultural identity and traditions in the host country; continue to organize programs and activities to encourage Vietnamese people in other countries to return to their homeland through visiting and learning about cultural and historical places of the country.

Along with that, Vietnam proposed to diversify activities to support Vietnamese compatriots abroad in preserving the Vietnamese language and promoting Vietnam's cultural identity and traditions.

At the same time, Vietnam creates favorable conditions to preserve and promote cultural institutions built by overseas Vietnamese or by local authorities and people such as: space of belief; Vietnamese cuisine; “Vietnam corners” at libraries and museums; and faculties for Vietnamese studies at universities.

“For Vietnam, soft power comes from the country's own values such as the history, tradition, culture, and support of the policies of the Party and State as well as through the actions of Vietnamese at home and abroad.

The traditional cultural values of the Vietnamese people are widely spread and loved by people around the world.

This is the "soft" index that contributes to building the image, creating the country's prestige and position."
