During the period 2023-2024, through the partnership between Project RENEW and Quang Ngai Red Cross, Irish Aid and Friends of Project RENEW have provided support to persons with disabilities, including survivors of UXO accidents in the district of Nghia Hanh, Ba To, and Mo Duc.
Project RENEW, was launched in Quang Tri in 2001, is a joint effort between the provincial authorities and international non-governmental organizations to reduce the number of victims of cluster bombs and other unexploded ordnances left over from the war.

In the central province of Quang Ngai, from 2019 up to now, the communication program to prevent and minimize the harmful effects of landmines and explosives and support tools and livelihoods for people with disabilities and landmine victims has been organized sponsored by the Irish Aid annually. Initially, the program was implemented in 5 communes of Ba To district, then expanded to communes in Nghia Hanh district.
In 2024, the program will be implemented in the Nghia Hanh district's communes of Hanh Tin Tay, Hanh Tin Dong, Hanh Thien, Hanh Dung, Hanh Thuan and Ba To district's Ba Vinh, Ba Vi, Ba To, Ba Dong, Ba To town. On the occasion of International Children's Day this year, the Provincial Red Cross Society coordinated with the RENEW Project Office and Hanh Thuan Secondary School, Ba Vi Primary School to organize an extracurricular tours to educate on history and communication to prevent and minimize the harmful effects of mines and explosives.
Previously, the Quang Ngai Red Cross Society coordinated with the RENEW Project Office to organize extracurricular history education tours and community soccer days, integrating communication to prevent and minimize the harmful effects of landmines and bombs for students at beneficiary schools in Nghia Hanh and Ba To districts. In addition to activities for students, the events also trained teachers, representatives of the youth union, associations, commune unions and village heads, volunteers, and collaborators on information to prevent mine accidents in communes of Nghia Hanh district.
In order to improve the daily living and mobility needs of people with disabilities, on June 20 to 21, the RENEW Project Office coordinated with the Ba To's Red Cross Society and local authorities to delivere 22 wheelchairs, 1 tricycle, and 6 pairs of crutches to people with disabilities and survivors of explosive ordnance accidents in Ba To district, a mountainous area of Quang Ngai province.
According to the plan, the 2024 program sponsored by Irish Aid will present a total of 80 wheelchairs, 20 hand bikes, 20 pairs of crutches, and support 25 people in need of prosthetic arms and legs in Ba To and Nghia Hanh districts. In addition, the program also supports the livelihoods of 30 households with people with disabilities, illnesses, and landmine victims in difficult circumstances to develop the economy in accordance with their aspirations.

In Mo Duc district, the program will be implemented from July 2023 to December 2024 in 5 communes Duc Chanh, Duc Hoa, Duc Phu, Duc Tan and Duc Phong, sponsored by Friends of Project RENEW. This initiative is part of the Communications Program for Prevention and Mitigation of the Impact of Explosive Ordnance, which also provides tools and livelihood support to persons with disabilities and survivors of explosive ordnance accidents in Quang Ngai for the period.
The officials and staffs accompanied and organized communication activities for the community and students. In addition, they go door to door to survey, hand over the assistance to improve living conditions and enhance families' economic self-sufficiency affected by post-war explosive remnants.
As one of the victims of wartime landmines, Nguyen Den living in Lam Ha village of Duc Phong commune, shared that he had both legs amputated, so walking was difficult. Thus, his family's economic life was difficult. With support of VND 8.5 million (USD 334) from the program, he planned to buy cows to support livelihood development.
This is a very meaningful amount of money for my family, he stressed.
The total budget funded to implement the program in 2023 - 2024 is more than VND 2 billion (USD 78.690).
Vice Chairman of the Provincial Red Cross Nguyen Tan Thien said that up to now, the program has been implemented in 15 communes in Nghia Hanh and Ba To districts, sponsored by the Irish Aid Agency. From July 2023, the program in Mo Duc district will be sponsored by Friends of Project RENEW, so it should expand its scale and increase the number of beneficiaries.
It has contributed to creating useful activities and playgrounds, educating students about love for their homeland. The process of surveying and selecting cases and families to support tools, equipment and livelihoods is carried out closely. To date, 119 households have received livelihood support, and nearly 300 individuals and landmine victims with lower-body mobility issues have received tools based on their impairment.
