Cooperation signed between Vietnam's Ministry of Public Security and Russia's Investigative Committee

According to Vietnam News Agency, the Russian Security Council Secretary's visit is of great significance, following activities to celebrate the 70th anniversary of diplomatic relations establishment between Vietnam and Russia (1950 - 2020). The visit's meaning signifies in the immediate aftermath of Vietnam's 13th Communist Party Congress when Vietnam is deploying many important tasks of the “10-year socio-economic development strategy 2021-2030, with a vision to 2045 "and the key tasks in ensuring national security, maintaining social order and safety in the new situation.

After the welcoming ceremony, Public Security Minister To Lam held talks with the Russia Secretary of Security Council Russia's Security Council Secretary Nikolai Patrushev. The two sides expressed their joy that the comprehensive strategic partnership between the two countries had been developed deeply, effectively, and substantively. Based on good affection between two countries' leaders and people, Vietnam-Russia political relations were highly reliable. Delegation exchanges and contacts at all levels took place regularly, creating a strong impetus for bilateral comprehensive cooperations. Cooperation mechanisms have been established and completed in all fields, from diplomacy, security, defense to economy, trade, investment, science, education. Both sides believe that bilateral relations, as well as security and defense cooperation between the two, would continue to be strengthened in the coming time.

Vietnam's Public Security Minister highly appreciated the visit of Russia's Security Council Secretary in the context of COVID-19 complicated developments. The visit showed affection, trust, and love for Vietnam, as well as his individual efforts to promote cooperation with Vietnam. Minister To Lam affirmed that the trip of Russia's Security Council Secretary and the high-level delegation would contribute to deepening the traditionally close relationship between the Ministry of Public Security of Vietnam and Russia's law enforcement agencies in particular and the Vietnam-Russia's comprehensive strategic partnership in general.

Lam took this occasion to express his belief that under the leadership of President Putin, the Russian Federation would continue to develop stably, affirming its prestige and position in the international arena, making an important contribution to preventing disputes, ensuring peace, stability, and development in all regions, including Asia-Pacific and Southeast Asia. Vietnam highly appreciates the success of the Russian Federation in the fight against COVID-19, in treating COVID-19 patients, and successfully producing vaccines to prevent the virus. Vietnam wished to promote cooperation with the Russian Federation in the field of human security in the context of the complicated COVID-19 pandemic. Vietnam shared Russia's help in pandemic prevention and control research, extensive treatment, and preventive vaccines for people to jointly control the pandemic, rehabilitate commercial cooperation, and people-to-people exchanges between the two countries.

On the momentum of the two countries' goog relationship, Vietnam's Ministry of Public Security and Russia's law enforcement agencies had implemented numerous cooperative activities in all fields and achieved encouraging results.

In the field of crime prevention, on the framework of the program to coordinating in the period of 2019 - 2021, the two sides exchanged information, shared experiences, coordinated in investigation, verification, wanted notice, extradition of crimes related to citizens of the two countries. Both sides had coordinated in all kinds of crime prevention, especially high-tech crimes, drug crimes, human trafficking.

On the basis of cooperation results between Vietnam's Ministry of Public Security and Russia's Security Council and the law enforcement agencies, Minister To Lam suggested the two sides continue to effectively implement signed documents, especially the agreement with the Russian Government on cooperation in the field of international information security, signed September 6, 2018, and the current plan for main cooperation activities between Vietnam and Russia in the field of international information security, signed June 19, 2020.

Minister To Lam and Security Council Secretary Nikolai Patrushev exchanged and evaluated the global, regional situation and issues of mutual concern towards the development of urgent and significant cooperation mechanisms and initiatives to both countries' national security, such as coordination in ensuring security, preventing terrorism, and transnational crime; coordinating in ensuring cybersecurity and safety for Vietnamese and Russian citizens abroad; developing security industry in Vietnam ...

At the end of the talk, Lam and Patrushev witnessed the signing of a Memorandum of Understanding between the Ministry of Public Security of the Socialist Republic of Vietnam and the Investigative Committee of the Russian Federation.
