The Quang Binh Provincial Red Cross and Plan International Vietnam on November 29 kicked off Phase 2 (2024–2027) of the "Zurich Climate Resilience Alliance" project.
Spanning four years, from 2024 to 2027, this phase will be implemented in 10 communes across Quang Ninh and Le Thuy districts of Quang Binh province and Dakrong, Huong Hoa, and Vinh Linh districts of Quang Tri province.

Funded by the Z Zurich Foundation, the project aims to strengthen climate resilience for vulnerable communities in disaster-prone areas. Additionally, it seeks to enhance the capacity of local authorities at commune, district, and provincial levels in enforcing laws and policies to address natural and climate hazards, while ensuring children and youth play a pivotal role in these processes.
Achievements from Phase 1, from 2021 to 2024, included nearly 64,000 beneficiaries, training community response teams, and improving access to disaster prevention funds and early warning systems. In which, 1,500 households accessed disaster prevention funds via village savings and loan groups across 12 communities, 3,000 individuals out of 15,156 participants learned safe evacuation practices through flood awareness events, and 1,550 households gained access to early warning systems installed in project communities.
Given the increasing impacts of climate change in Vietnam, particularly in project areas, the second phase will focus on developing gender-responsive and inclusive disaster risk management plans at the community level. The initiative will also foster collaboration with local authorities for comprehensive, community-based responses and support national agencies in creating an enabling environment for youth-centered climate action.
Migena Shulla, Country Director of Plan International Vietnam, emphasized communities on the frontlines of climate change—especially women, children, the elderly, people with disabilities, and ethnic minorities—face increasing risks. This project equips them with essential knowledge and skills to confidently respond to and mitigate these impacts. It aligns with Plan International's 2025–2027 vision, empowering girls, young women, and youth to drive sustainable solutions and build resilient communities.
Tran Thanh Hai, Chairman of the Quang Tri Red Cross Society, stressed, "Promoting community leadership is crucial in implementing interventions, especially by enhancing the participation of vulnerable groups and empowering them as agents of change. Continuous involvement of the private sector and civil society organizations, along with prioritizing nature-based solutions and green infrastructure, is essential. These measures should be integral to local disaster prevention plans and socio-economic development strategies."
Meanwhile, Phan Van Cau, Chairman of the Quang Binh Red Cross Society, remarked, "Quang Binh, with its mountainous terrain, faces frequent natural disasters like storms, floods, and droughts. We appreciate the project’s contributions during Phase 1 in enhancing community resilience."
He affirmed the province fully supports the project’s climate-risk-based approach for the next phase, and will collaborate closely to implement suitable activities that address local needs and mitigate disaster impacts.
