According to Phong, over nearly 65 years since the establishment of diplomatic relations (1960 - 2024), the traditional and special friendship between Vietnam and Cuba has been constantly consolidated, promoted, and developed in all fields. This noble relation has become an example of loyalty and purity, a symbol of international solidarity and comprehensive cooperation.

He affirmed that Viet Nam always appreciates and remembers the solidarity and wholehearted support that the Party, State, and People of Cuba have given to the Party, State and People of Vietnam in the past struggle for independence and unification, as well as in the current cause of innovation, construction and protection of the country. In 1973, Cuba implemented 5 important projects for socio-economic development in Viet Nam with a total value of about USD 80 million, 3 of those 5 projects were in Hanoi.

Hanoi's Standing Deputy Secretary also affirmed that Vietnam holds sincere affection and support for Cuba. Currently, Vietnam is the second largest trade partner and the largest investment partner in Cuba from the Asia and Oceania region. The two sides are continuing to implement the Viet Nam - Cuba Trade Agreement (signed in 2018, effective from April 1, 2020) with many preferential commitments, bringing benefits to businesses of both countries and creating favorable conditions for bilateral import and export.

In recent times, delegation exchanges between Hanoi and Cuba have taken place regularly, at various levels. During the visit by a high-ranking delegation of the Havana Party Committee to Hanoi in June 2023, the two Party Committees signed an agreement of cooperation for the period 2023 – 2028. In October 2024, Hanoi also sent a delegation led by Member of the Standing Committee of the Party Committee, Chairwoman of the Vietnam Fatherland Front Committee Nguyen Lan Huong to La Habana.

Phong emphasized that the cooperation between Hanoi - Cuba and between Hanoi – La Habana signals the aim to promote the strengths of both sides, as well as Hanoi's affection and responsibility towards Cuba. Being the capital city, Hanoi has the responsibility to take the lead among Vietnamese localities in promoting foreign cooperation activities with La Habana.

Hanoi Standing Deputy Secretary wishes to further enhance cooperation with Cuba in the areas of strengths, namely science and technology, especially biotechnology and pharmaceuticals. Phong also called on biotechnology and pharmaceutical enterprises to form joint ventures, set up headquarters, and establish companies in the Hoa Lac High-Tech Park. In addition, Hanoi wishes to cooperate in the fields of agriculture and rural development, architectural planning, tourism, health care development, especially in the exchange and training of Hanoi's medical staff, etc. Phong hopes that Ambassador Orlando will become a bridge to connect the two countries and Hanoi with Cuban localities.

Cuban Ambassador Orlando Nicolás Hernández Guillén was moved by the support and solidarity of the Vietnamese people towards Cuba over the past time. He affirmed that with the strategic cooperation between the two countries, especially after the visit of General Secretary and President To Lam to Cuba, the solidarity, friendship, and cooperation between the two countries will be further enhanced, especially in the fields of science, economy and trade.

Hanoi plays an important role in the bilateral cooperation. Expressing his best sentiments for Viet Nam and the capital Hanoi, Cuban Ambassador Orlando Nicolás Hernández Guillén promised to promote various exchange activities between the two countries and the two capitals.
