California’s State Treasurer: California to Enhance Cooperation with Vietnam

At the meeting, Vice Chairman Bui Xuan Cuong expressed his delight that the delegation included not only representatives from the California government but also members of the state’s Senate and Assembly, trade associations, businesses, and environmental organizations. This demonstrated the California State Treasurer's and the delegation's keen interest in Ho Chi Minh City, especially in promoting economic, scientific, technological, and environmental cooperation.

Bui Xuan Cuong emphasized that Ho Chi Minh City is proud to be a pioneer in fostering multifaceted cooperation with the United States. Nearly 30 years ago, in April 1995, the city established a local partnership with San Francisco, contributing to the normalization of Vietnam-U.S. relations three months later. In terms of trade, by the end of Q3 2024, the total import-export turnover between Ho Chi Minh City and the U.S. exceeded USD 6 billion, accounting for nearly 8% of the total bilateral trade turnover between Vietnam and the U.S. during the same period.

In the coming years, Ho Chi Minh City has identified green growth as its future development strategy, aiming to build a green economy, achieve carbon neutrality, and contribute to limiting global temperature rise. Additionally, the city will focus on developing high-tech industries, prioritizing five key technological fields: electronics and semiconductors, automation and robotics, biotechnology, pharmaceuticals, and high-tech supporting industries.

Vice Chairman Bui Xuan Cuong expressed a strong desire to deepen cooperation between Ho Chi Minh City and the U.S., particularly in economics, science and technology, innovation, and environmental protection. He proposed that both sides collaborate to design practical and specific cooperative activities for implementation in the upcoming year.

He proposed that both sides share experiences in policy-making and management of new science and technology fields through online and in-person activities. They should promote cooperation in semiconductors, AI, environmental technology, and sustainable development by connecting research centers, universities, and businesses to share experiences, train human resources, and implement joint projects. He also encouraged US technology enterprises to invest and develop business in the city. Additionally, the two sides will enhance people-to-people exchanges by organizing connection activities and listening to the Vietnamese community in California, particularly young Vietnamese and intellectuals, to support the city's economic transformation and socio-economic development.

Vice Chairman Bui Xuan Cuong expressed confidence that the delegation’s visit would open up numerous opportunities for cooperation in areas of mutual interest, fostering shared development and strengthening the Vietnam-U.S. Comprehensive Strategic Partnership.

California State Treasurer Fiona Ma noted that this was the delegation's first visit to Vietnam, and they were deeply impressed by the country's people and natural beauty. She highlighted the visit as a stepping stone for mutually beneficial collaboration.

Fiona Ma praised the cooperative relationship between San Francisco and Ho Chi Minh City and emphasized that California, as the most populous U.S. state and the one with the largest GDP of over USD 4 trillion, accounting for 14.7% of the U.S. economy, offers immense potential for partnership. With a Vietnamese diaspora of over 700,000 people and more than 150 universities, California presents numerous opportunities for collaboration in shared areas of interest, particularly in education, artificial intelligence, biotechnology, and pharmaceuticals.
