At the reception, Secretary of the Cao Bang Party Committee Quan Minh Cuong introduced the province’s potential and strengths in areas such as economy, culture, tourism, and foreign relations. He expressed his desire to strengthen cooperation with Japanese localities, organizations, and businesses.

Quan Minh Cuong extended his gratitude for the timely support from the Government of Japan and related organizations following Typhoon No. 3 in 2024. Through UNICEF, Japan provided USD 1.26 million in aid for the project "Supporting Cao Bang Province in Overcoming the Consequences of Typhoon No. 3 - Yagi for Children and Women." The project has contributed significantly to helping residents stabilize their lives early on.
He expressed his hope that Japan will continue to support projects that promote tourism development, help the poor access social services, and implement small-scale humanitarian aid, as well as programs in essential areas such as healthcare, education, environment, agriculture, infrastructure, disaster prevention, and climate change mitigation.
Cao Bang also hopes to receive scholarships for underprivileged students, support for commercial activities, job creation for locals, and efforts to promote the province’s image to Japanese friends. He affirmed that the province is always ready to facilitate cooperation programs funded by Japan.
Ambassador Ito Naoki expressed his sympathy for the damages Cao Bang suffered after the typhoon and expressed his wish for continued collaboration with the province to implement support projects. He believes that Japan’s companionship will contribute to helping the people of Cao Bang overcome difficulties and stabilize their lives.
