More Than 64% of Non-state Enterprises Organizes Employee Conferences

On the afternoon of November 30, in Hanoi, the Vietnam General Confederation of Labor organized the third discussion forum with the topic "Concentrating resources to promote dialogue, negotiation, and signing of collective labor agreements, especially on wages and working conditions."

Speaking at the forum, Tran Thi Thanh Ha, head of the Labor Relations Department, Vietnam General Confederation of Labor said that during the 2018-2023 term, the participation in dialogue and collective bargaining of the Vietnam Trade Union has achieved many outstanding results.

Specifically, more than 98% of state-owned enterprises and 64% of non-state enterprises have organized conferences for workers and other forms of democracy in accordance with the law. More than 99% of state-owned enterprises and 67% of non-state enterprises have trade unions that organize dialogue at the workplace. Negotiation and signing of collective labor agreements receive the most attention, especially in the business sector outside the state sector.

According to Tran Thi Thanh Ha, besides the results achieved, the work of negotiating and signing collective labor agreements still has shortcomings and limitations. Meanwhile, in the 2023-2028 term, globalization and international integration are forecast to continue to develop but face many obstacles, posing many challenges to the Vietnam Trade Union.

At the forum, many delegates also shared valuable assessments and suggestions on the dialogue and collective bargaining work of the Vietnam Trade Union in the coming time. Those suggestions include that the Trade Union need to participate in tripartite dialogue mechanisms at all levels, and clearly demonstrate its role as a representative organization for workers in the National Wage Council and the Labor Relations Committee. The Trade Union needs to expand coverage associated with improving the quality of collective labor agreements, with a focus on wages, income, and working conditions.
