The Vietnam General Confederation of Labor (VGCL) held its 6th Presidium meeting of the 13th tenure on September 6th in Hanoi. The meeting was chaired by VGCL President Nguyen Dinh Khang.

Key contents

Addressing the meeting, Khang noted that the conference would consider and provide opinions on a summary of 15 years of implementing the Action Program No. 399/CTr-TLĐ dated March 7, 2008 of the VGCL Executive Board to implement Resolution No. 20-NQ/TW dated January 28, 2008 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization," and regulations on developing programs and compiling materials to train trade union cadres.

The event also mentioned the framework regulations on the working relationship between the Central Industry Trade Unions, the Provincial and City Federations of Labor in directing trade union activities by industry, regulations on the arrangement of full-time trade union cadres working at the grassroots level, replacing Decision No. 1617/QD-TLĐ dated December 31, 2014 and Decision No. 395/QD-TLD dated March 6, 2003 of the Presidium of the Vietnam General Confederation of Labor, amending and supplementing Decision No. 1904/QD-TLD, dated April 21, 2013 of the Presidium of the Vietnam General Confederation of Labor on part-time lecturers at the General Confederation level.

In addition, the conference also discussed regulations on the organization and operation of the People's Public Security Trade Union, amended and supplemented Guidance No. 149/HD-TLD dated February 4, 2015, the plan to implement the pilot project on streamlining Industry Trade Unions and General Corporations' Trade Unions under the General Confederation in a concentrated, consistent, and effective manner, the pilot project to build a model of organization and operation of a grassroots trade union in enterprises with a large number of union members, guidance on evaluating and classifying trade union organizations, and trade union members.

Defining the content of coordination

In the conference's activities, the pilot project on building the organizational model and operation of grassroots trade unions in enterprises with a large number of union members attracted the attention of many delegates.

According to Vo Manh Son, chairman of the Thanh Hoa Provincial Federation of Labor, the project needs to clearly stipulate the agreement when forming the Executive Board of the Industry Trade Union at the local level.

Vo Manh Son said that, according to existing regulations, the Chairman of the People's Committee of the locality is responsible for handling strikes. Therefore, when implementing the nationwide industry trade union, the project also needs to specify more clearly the responsibilities of the Central Industry Trade Union and the local Federation of Labor in handling strikes and slowdowns.

Regarding the assignment of full-time trade union cadres, Nguyen Dinh Duc, head of the Defense Trade Union Board raised concerns about the suitability of deploying cadres from higher-level trade unions to various types of enterprises.

Phan Thi Thuy Linh, president of the Da Nang City Federation of Labor, suggested that there should be clear regulations on the coordination between the Central Industry Trade Union and the local Federation of Labor in handling labor accidents, strikes, and slowdowns in the locality.

Regarding this content, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized the importance of defining the scope of cooperation between different levels of trade unions. He highlighted that while implementing the project, it is crucial to adhere to both Party regulations and local regulations.

President Khang further suggested that specific areas of cooperation, such as handling labor accidents and disputes, should be clearly defined based on the respective authorities. He called for input from delegates to develop detailed cooperation mechanisms in areas like membership development, member welfare, and other relevant issues.
