New regulation on supervision of new arrivals issued

The Ministry of Health have implemented a document aimed at temporarily supervising new arrivals to the country by monitoring and testing them in order to promote both efforts to halt the spread of the novel coronavirus (COVID-19) and boost economic development.

The latest regulation comes into force following Prime Minister Nguyen Xuan Phuc’s directive regarding permission for foreign citizens to work in the nation, as reported by VOV.

In line with the move, the Ministry of Health has requested that ministries, ministerial-level agencies, governmental agencies, and both provincial and municipal People's Committees carry out all necessary procedures. This will involve evaluating the implementation of COVID-19 epidemic prevention measures throughout the entrants' stay in the country, in addition to reporting the results to the Ministry of Health.

Guidance regarding the temporary supervision of people entering the nation is applicable to individuals who arrive for the purpose of work for over 14 days. This includes foreigners holding diplomatic and official passports, investors, highly-skilled workers, business managers, international students, and foreign relatives of Vietnamese citizens who originate from countries where the pandemic has been brought under full control.

The regulation also includes medical check-ups before arrivals, with further checks upon entry and relevant quarantine facilities or places of residence.

Those with negative or unclear quick testing results at the airports will undergo another test to detect genetic material from the virus. If the test result comes out negative, the individuals will continue the 2-week-long quarantine. If it’positive, the patient will be immediately isolated at the medical facility and treated and taken care of in accordance with current COVID-19 regualations for COVID-19 cases.

People entering the country will now have to pay fees during their stay at government run quarantine camps starting mid-September.

According to VNS, those entering and using the military camps, schools and other sites managed by the state will have to pay for meals and the services provided.

Anyone who chooses to undergo quarantine at hotels and resorts will pay the fees charged by those facilities.

But people staying at a state-run centres must pay VND80,000 (US$3.50) for food and VND40,000 ($1.75) for service fee each day.

All foreigners entering Viet Nam are required to buy international health insurance which covers medical check-ups and treatment in Viet Nam during their stay

Everyone who enters Viet Nam has to take a test for SARS-CoV-2 and pay for testing fee at the rate of healthcare facilities.

COVID-19 treatment fee for Vietnamese nationals will be covered by the State as stated by Law on Infectious Disease Prevention and Control.

Health insurance buyers will have their expenses on health check-up and treatment covered during concentrated quarantine time. Other extra fees not covered by the health insurance agencies will be paid by individuals themselves.

Those who do not have health insurance have to pay for all medical expenses.
