"Promoting Initiative, Creativity, and Efficiency of People-to-people Diplomacy"

Bui Thi Minh Hoai, secretary of the Party Central Committee, and head of its Commission for Mass Mobilization emphasized the above message at the Conference to review the work on people-to-people diplomacy in 2022 and deploy tasks for 2023. The conference was organized by the Party Central Committee's Commission for External Relations on January 16 in Hanoi.

In 2022, thoroughly grasping the foreign policy guidelines of the 13th National Party Congress and the content of the Secretariat’s Directive 12-CT/TW, dated January 5, 2022, on strengthening the Party's leadership, improving the effectiveness of people-to-people diplomacy in the new situation, the Fatherland Front, mass organizations and people’s organizations continued to synchronously deploy people-to-people diplomacy activities, contributing to the overall results in the country’s foreign affairs.

People-to-people diplomacy has contributed to strengthening solidarity, friendship and cooperation with the peoples of other countries, expanding the network of friends and international partners, creating a foundation for favorable social relations between our country and the world.

It helps Vietnam to participate responsibly in multilateral activities and mechanisms, make appropriate contributions to the progressive people's movement; integrate into the world, mobilize external resources to serve development.

Vietnam actively mobilizes and protects the interests of the nation; effectively carry out the work of the country’s foreign affairs, connecting overseas Vietnamese.

The coordination between the three pillars - Party diplomacy, State diplomacy, people-to-people diplomacy is strengthened. The leadership and management of the competent levels for foreign affairs activities is ensured, in compliance with the principles of Party leadership and State management.

On behalf of the Secretariat of the Party Central Committee, Bui Thi Minh Hoai, secretary of the Party Central Committee, and head of its Commission for Mass Mobilization appreciated the force working in people-to-people diplomacy for the achievements made in the past year.

She said that people-to-people diplomacy is one of the three pillars, together with Party diplomacy and State diplomacy creating the synergy of Vietnam's foreign policy.

The pillar of people-to-people diplomacy, with the active participation of people's organizations and people, has specific characteristics suitable to the Vietnamese political system.

It represents the solidarity of the Vietnamese people led by the Communist Party of Vietnam on the foreign front.

With the viewpoint "people are the root, people are subjects, people are resources," it can be understood that people-to-people diplomacy is international mass mobilization work.

Nguyen Phuong Nga, president of the Viet Nam Union of Friendship Organizations presented at the conference.

Bui Thi Minh Hoai suggested that the Fatherland Front, mass organizations and people's organizations continue to closely adhere to the views, policies and foreign policies of the 13th National Party Congress and the tasks of Directive 12

This is to cooperate with Party and State diplomacy to promote the pioneering role in creating and maintaining a peaceful and stable environment, mobilizing external resources to serve the cause of national development, improving Vietnam's position and prestige in the international arena.

She also suggested that departments, ministries, sectors and localities continue to ensure the leadership of the Party and the State's management on people-to-people diplomacy; pay attention to coordination and creating favorable conditions and mechanisms for people-to-people diplomacy, with a focus on building and fostering a contingent of qualified and capable staff to meet the needs and requirements in the new situation.

Receiving the leadership's direction, Le Hoai Trung, member of the Party Central Committee, head of the Commission for External Relations affirmed a number of key tasks of people-to-people diplomacy in 2023, including:

Develop programs and plans to implement the tasks of Directive 12; grasp the situation of movements and activities of the people of the world, the region, international partners; on that basis, build plans to develop the partnership; strengthen strategic advisory work in people-to-people diplomacy, regular coordination between people-to-people diplomacy, Party and State diplomacy.

At the conference, the Party Central Committee’s Commission for External Relations rewarded collectives and individuals with outstanding achievements in people-to-people diplomacy in 2022 and presented the “For the cause of people-to-people diplomacy” medal to outstanding individuals.
